由官辦到官民合作——天津救濟(jì)院改制問題初探

【摘要】:社會救濟(jì)這一公共領(lǐng)域需要政府與民間力量共同參與,相互制衡。天津救濟(jì)院成立之初,為完全官辦救濟(jì)機(jī)關(guān),在社會救濟(jì)中力不從心。后引入民間力量設(shè)立董事會,負(fù)責(zé)監(jiān)督、決策、審查、籌款等事務(wù),確立了現(xiàn)代特征的官民合作機(jī)制。天津救濟(jì)院由完全官辦向官民合作機(jī)制轉(zhuǎn)變,是國家與社會互動的結(jié)果,這一微觀變遷表明在社會救濟(jì)這一公共領(lǐng)域需要政府與民間力量共同參與,相互制衡。
[Abstract]:The public sphere of social relief needs both the government and the folk forces to participate in and balance each other. At the beginning of the establishment of the Tianjin relief academy, the public relief institution was unable to take care of the social remedies, and then introduced the folk forces to set up the board of directors to supervise, make decisions, examine and raise funds and so on, and established the modern characteristics of the cooperation mechanism between the officials and the people. It is the result of the interaction between the state and the society, which is the result of the interaction between the state and the society. This microcosmic change shows that the government and the folk forces are required to participate and balance each other in the social relief.
