【摘要】：作為一種理論視野,主體、客體、路徑構(gòu)成了社會(huì)治理研究的理論框架。以總督、城市管理機(jī)構(gòu)、城市議會(huì)、司法機(jī)構(gòu)為主的組織機(jī)構(gòu)控制著青島社會(huì)一切事務(wù),開(kāi)展各項(xiàng)社會(huì)公共活動(dòng),成為該時(shí)期社會(huì)治理主導(dǎo)者。在組織機(jī)構(gòu)領(lǐng)導(dǎo)下,教會(huì)組織興辦學(xué)校和醫(yī)院,會(huì)館、商會(huì)處理企業(yè)與組織機(jī)構(gòu)、市場(chǎng)關(guān)系,成為社會(huì)治理的有限參與者。民眾被迫按照組織機(jī)構(gòu)制定的規(guī)則開(kāi)展社會(huì)活動(dòng),無(wú)法稱(chēng)之為主體或參與者。社會(huì)公共事務(wù)是社會(huì)治理的客體,包括提供公共事業(yè)服務(wù)和公益物品服務(wù)。組織機(jī)構(gòu)主導(dǎo)道路、下水道、水廠、電廠、郵政等公共事業(yè)物品的提供;社會(huì)組織參與提供教育、醫(yī)療服務(wù);組織機(jī)構(gòu)動(dòng)員或強(qiáng)制民眾保護(hù)環(huán)境,相對(duì)放松對(duì)民間辦報(bào)的管控。路徑存在于主體作用于客體的活動(dòng)中。基于以上對(duì)德占時(shí)期青島社會(huì)治理主客體的分析,本文將其路徑歸納為:以“種族主義”為原則、以土地政策為基礎(chǔ)、以統(tǒng)治為保障。
[Abstract]:As a theoretical perspective, subject, object and path constitute the theoretical framework of the study of social governance. The judicial organization controlled all the social affairs of Qingdao, carried out various social public activities, and became the leader of social governance in this period. Under the leadership of the organization, the church organization set up schools and hospitals. The Chamber of Commerce deals with the relationship between enterprises and organizations, the market, and becomes a limited participant in social governance. People are forced to carry out social activities in accordance with the rules established by the organization. Social public affairs are the objects of social governance, including the provision of public utility services and public goods services, organization of leading roads, sewers, water plants, power plants. The provision of public utilities such as postal services; Participation of social organizations in the provision of education and medical services; The organization organization mobilizes or forces the populace to protect the environment, relaxes the control to the folk newspaper relatively. The path exists in the activity of the subject acting on the object. Based on the above analysis of the subject and object of Qingdao social governance during the period of German occupation. This paper concludes its path as follows: based on the principle of "racism", based on land policy and guaranteed by rule.
