【摘要】：泰山作為我國(guó)首例世界文化與自然雙重遺產(chǎn)和國(guó)家級(jí)風(fēng)景名勝區(qū),必須有與其地位相適應(yīng)的管理體制和機(jī)制。從先秦以來(lái),中央政府就委官保護(hù)和管理泰山,歷朝歷代不斷。近現(xiàn)代以來(lái),隨著經(jīng)濟(jì)的發(fā)展和社會(huì)的進(jìn)步,風(fēng)景名勝區(qū)的管理保護(hù)和開(kāi)發(fā)的矛盾日益突出。作為世界雙遺產(chǎn)和世界名山的泰山,其保護(hù)和管理的意義尤為重要。保護(hù)和管理好泰山,是對(duì)世界的鄭重承諾,也是義不容辭的責(zé)任。研究探討泰山保護(hù)管理的歷史、現(xiàn)狀及前景,提出具有前瞻性的保護(hù)管理的發(fā)展思路,對(duì)泰山的保護(hù)和管理走上科學(xué)化、制度化、規(guī)范化的軌道具有重大而深遠(yuǎn)的意義。 本文前言概述了泰山的范疇、基本情況及有關(guān)研究狀況。正文分為五個(gè)部分: 第一部分:民國(guó)之前歷代王朝對(duì)泰山的保護(hù)和管理。歷代帝王對(duì)泰山的保護(hù)和管理都極為重視,設(shè)置專門的機(jī)構(gòu)進(jìn)行管理。對(duì)泰山祠廟、林木及其文物古跡給予了較好的保護(hù),對(duì)保存珍貴的資源和發(fā)揚(yáng)泰山文化發(fā)揮了積極的作用。 第二部分:民國(guó)時(shí)期,對(duì)泰山的破壞和保護(hù)。民國(guó)戰(zhàn)亂之際,對(duì)泰山的破壞較為嚴(yán)重。軍閥混戰(zhàn),政府無(wú)能,管理不力,使山林、文物古跡遭到極大的破壞。這一時(shí)期,國(guó)民政府對(duì)泰山的保護(hù)和管理發(fā)揮作用不大。許多志士仁人對(duì)保護(hù)泰山、保護(hù)遺產(chǎn)發(fā)揮了重要作用,使泰山在遭受劫難之時(shí)得到一定程度的保護(hù)。 第三部分:新中國(guó)成立后政府加強(qiáng)對(duì)泰山的保護(hù)和管理。新中國(guó)成立之初,黨和人民政府把泰山作為重點(diǎn)保護(hù)管理對(duì)象,恢復(fù)了泰山管理機(jī)構(gòu),加大對(duì)文物保護(hù),開(kāi)展大規(guī)模的植樹(shù)造林,實(shí)施泰山整修工程。從文物、林木、衛(wèi)生、治安、工商、規(guī)劃等方面進(jìn)行系統(tǒng)管理,表明了對(duì)泰山的管理走上了規(guī)范化、系統(tǒng)化的軌道。 第四部分:近年來(lái)對(duì)泰山管理和保護(hù)的總體思路和做法。隨著市場(chǎng)經(jīng)濟(jì)體制的逐步確立,泰山管理機(jī)構(gòu)開(kāi)始思考泰山保護(hù)管理的發(fā)展思路和有效途徑,以期
[Abstract]:As the first world culture and natural dual heritage and national scenic spot in our country , Taishan has to have a management system and mechanism adapted to its status . Since the Pre - Qin period , the central government has made great efforts to protect and manage Mount Tai . It is also an important responsibility to protect and manage Taishan Mountain . It is a solemn commitment to the world . It is also a duty to protect and manage Taishan Mountain . The preface summarizes the scope , basic situation and related research status of Taishan Mountain . The text is divided into five parts : The first part : Before the Republic of China , the dynasties of the Republic of China made great importance to the protection and management of Taishan Mountain . The kings of the past dynasties paid great attention to the protection and management of Taishan Mountain , and set up special institutions to manage them . It has given good protection to the temples , trees and their cultural relics , and played a positive role in the preservation of precious resources and the development of Taishan culture . The second part : During the period of the Republic of China , the destruction and protection of the Taishan mountain was carried out . During the war of the Republic of China , the destruction of Mount Tai was more serious . The warlords were mixed , the government was incompetent , and the management was weak , so that the mountain forest and the cultural relics were severely damaged . Many of them played an important role in the protection of the Taishan and the protection of the heritage , which made the Taishan a certain degree of protection when suffering from hijacking . The third part : After the founding of the new China , the government strengthened the protection and management of Mount Tai . The Party and the People ' s Government restored Taishan as a key protection management object in the beginning of the founding of New China , restored the Tai Shan management organization , increased the protection of cultural relics , carried out large - scale afforestation and carried out the Tai Shan renovation project . From the aspects of cultural relics , forest trees , health , public security , industry and commerce , planning and so on , the management of Taishan mountain was standardized and systematic . The fourth part : The general idea and practice of the management and protection of Taishan mountain in recent years . With the gradual establishment of the market economic system , Taishan management organization began to think about the development thought and effective way of the protection management of Taishan mountain .
