【摘要】：統(tǒng)制經(jīng)濟(jì)的副作用與戰(zhàn)時(shí)經(jīng)濟(jì)的后遺癥,加以長(zhǎng)期戰(zhàn)爭(zhēng)的并發(fā)癥,導(dǎo)致戰(zhàn)后初期國(guó)統(tǒng)區(qū)出現(xiàn)煤荒。國(guó)民政府試圖通過善后救濟(jì)、統(tǒng)籌規(guī)劃和燃料統(tǒng)配,復(fù)員煤產(chǎn),緩解煤荒。由于生產(chǎn)、運(yùn)輸和分配諸環(huán)節(jié)均沒得到切實(shí)保障,煤荒在短暫緩解后重新蔓延并失控,給工業(yè)生產(chǎn)和民眾生活帶來嚴(yán)重影響。
[Abstract]:The side-effects of controlling economy and the sequelae of wartime economy, combined with the complications of long-term war, lead to coal shortage in the early post-war controlled areas. The national government tried to relieve the coal shortage by means of relief, overall planning and fuel allocation, demobilizing coal production. Because the production, transportation and distribution are not guaranteed effectively, the coal shortage respreads and becomes out of control after a short relief, which has a serious impact on industrial production and people's life.
