【摘要】：正清朝末年政治腐敗,經(jīng)濟(jì)失序,社會(huì)動(dòng)蕩,治安混亂。江蘇南通地處東南一隅,"梟匪滿地,蓄而待發(fā);外患之來,什伯未已。"[1]而當(dāng)?shù)氐膱F(tuán)防和保甲制度早已懈散,駐軍亦不能盡力靖匪。為了防御盜賊、土匪侵?jǐn)_,維護(hù)社會(huì)治安秩序,保障南通各項(xiàng)事業(yè)的發(fā)展,張謇創(chuàng)辦了南通警政。通過建立警察機(jī)構(gòu),組織警察隊(duì)伍,強(qiáng)化警政建設(shè),營(yíng)造了南通良好的社會(huì)治安環(huán)境。一、自籌經(jīng)費(fèi),設(shè)置警察張謇非常重視警政建設(shè),認(rèn)為警政建設(shè)是發(fā)展實(shí)業(yè)
[Abstract]:At the end of Qing Dynasty, political corruption, economic disorder, social unrest and public security chaos. Nantong, Jiangsu Province, is located in a corner of the southeast. "the fierce robbers are full of land, and they are waiting to be developed." [1] and the local group defense and protection system have long been broken up, and the garrison cannot try its best to confine the bandits. In order to prevent thieves, bandits intruding, maintain public order and ensure the development of Nantong's various undertakings, Zhang Jian founded Nantong Police Administration. By establishing the police organization, organizing the police force and strengthening the construction of police administration, Nantong has created a good social security environment. First, self-raising funds and setting up police Zhang Jian attach great importance to the construction of police and government, and think that the construction of police administration is the development of industry.
