【摘要】：曾國荃作為“中興名臣”之一，，從創(chuàng)立“吉字營”開始，正式作為統(tǒng)將投身鎮(zhèn)壓太平天國的戰(zhàn)爭，歷經(jīng)數(shù)年，為清政府立下了赫赫戰(zhàn)功。后擔任山西巡撫期間，正值“丁戊奇荒”，他盡全力進行賑災活動，取得了一定效果。這都屬于他比較凸顯的軍政業(yè)績，研究較多。而他在中法戰(zhàn)爭期間擔任兩江總督，在其為官生涯中也屬較為凸顯的階段，但以往研究較少。鑒此，本文主要考察其該階段的施政狀況。 緒論部分簡要交代選題意義、研究思路、綜述和分析相關(guān)學術(shù)史的情況。 第一章主要論述曾國荃在加強江海防務方面的種種措施。當時，如何加強江海防務，成了江督所面臨的首要問題，任者采取了一系列措施，對防務進行了較為周密的布置。 第二章主要論述曾國荃與與法方的談判情況。中法之間發(fā)生“北黎沖突”后，曾國荃奉命作為全權(quán)大臣在上海與法方代表進行談判，而最終沒有取得成果。文中揭示這次談判的情節(jié)，并分析中方失敗的原因。 第三章重點考察中法戰(zhàn)爭期間南洋水師的出援困局問題，此局與曾國荃密切關(guān)聯(lián)。他是南洋水師的控制和指揮者，在東南沿海地區(qū)防務吃緊的嚴峻形勢下，清政府多次要求曾國荃派艦出援，但曾國荃找種種理由推托、搪塞，拒不執(zhí)行命令，造成“困局”，文中對此予以探討分析。 第四章扼要對曾國荃在江督任內(nèi)的洋務實踐活動進行了論述。涉及他擴充金陵機器局和火藥局，積極學習西方的冶煉技術(shù)，籌備設立江南水師學堂和武備學堂，為軍工生產(chǎn)及軍事人才培養(yǎng)做出貢獻，在國防建設方面起到了不可忽視的作用。他還積極對待鐵路的興修，致力鋪設電線和開發(fā)煤礦。總之，在洋務方面也有事可紀。 第五章著重敘述曾國荃在社會管理方面的作為。包括地方治安、治河、賑災三個方面。其相關(guān)籌策和舉措，并無明顯特色，只能說他做了職內(nèi)應該做的一些事情而已。
[Abstract]:Zeng Guoquan, as one of the "famous officials of Zhongxing", began with the founding of the "auspicious camp", and formally devoted himself to the war of suppressing the Taiping Heavenly Kingdom as a whole. After several years, Zeng Guoquan made great achievements in war for the Qing government. After serving as governor of Shanxi, when "Dingwu Qi famine", he did his best to carry out relief activities, and achieved certain results. This belongs to his more prominent military and political achievements, more research. During the Sino-French War, he served as Governor of the two Rivers, which was also a prominent stage in his official career, but the previous studies were less. In view of this, this article mainly inspects its this stage administration condition. The introduction briefly explains the significance of the topic, the research ideas, and summarizes and analyzes the relevant academic history. The first chapter mainly discusses Zeng Guoquan's various measures in strengthening Jiang Hai's defense. At that time, how to strengthen the Jianghai defense, became the first problem facing Jiang, the incumbent took a series of measures, and made a more careful arrangement of defense. The second chapter mainly discusses the negotiation between Zeng Guoquan and France. After the "North Lebanon conflict" between China and France, Zeng Guoquan was instructed as Minister of Plenipotentiary to hold talks with French representatives in Shanghai, but in the end there was no result. The article reveals the circumstances of the negotiation and analyzes the reasons for the failure of the Chinese side. The third chapter focuses on the difficulties of Nanyang Water Division during the Sino-French War, which is closely related to Zeng Guoquan. He was the control and commander of the Nanyang Water Division. Under the severe situation of tight defense in the southeast coastal areas, the Qing government repeatedly asked Zeng Guoquan to send ships out for assistance. However, Zeng Guoquan sought all sorts of reasons to defer, prevaricate, and refuse to carry out the order, resulting in a "difficult situation." It is discussed and analyzed in this paper. The fourth chapter briefly discusses Zeng Guoquan's Westernization practice during his term of office. Involving his expansion of the Jinling Machinery Bureau and the gunpowder Bureau, he actively studied Western smelting technology, and prepared to set up the Jiangnan Water Division School and the Wubei School, so as to contribute to the production of military industry and the training of military personnel. It has played an important role in national defense construction. He was also active in building railways, laying electric wires and developing coal mines. In short, there is something to be done about Westernization. Chapter five focuses on Zeng Guoquan's social management. Including local security, river governance, disaster relief three aspects. There is no obvious feature of his strategies and actions, only that he has done something that should be done in his post.
