【摘要】：抗戰(zhàn)全面爆發(fā)后,日本不但在軍事上向國民政府發(fā)動進(jìn)攻,在經(jīng)濟(jì)方面也發(fā)動了一系列的攻勢。為了打擊國民政府的經(jīng)濟(jì)力量,日本勾結(jié)不法奸商向國統(tǒng)區(qū)大肆走私傾銷日貨。日貨走私活動的猖獗,不僅使國民政府的財(cái)政稅收損失巨大,也對大后方的社會穩(wěn)定構(gòu)成了嚴(yán)重威脅。面對日貨的泛濫,國民政府一方面加大緝私、查私的力度,另一方面組織各地方政府實(shí)施查禁日貨。為此,國民政府相繼出臺了一系列的法令、法規(guī)指導(dǎo)各地方政府執(zhí)行查禁日貨的工作。四川省政府在查禁日貨時,不僅組建了專門的查禁機(jī)構(gòu),還頒布了相應(yīng)的地方法規(guī)。在查禁日貨過程中,政府采取了靈活的查禁政策。在嚴(yán)厲查禁日貨的同時兼顧商人的切身利益,減少商人由此遭受的經(jīng)濟(jì)損失,使得大部分商人能積極地配合政府的查禁工作,查禁日貨取得了一定的效果。 國民政府在戰(zhàn)時組織實(shí)施查禁日貨,有效地打擊了日本對華的出口貿(mào)易,在一定程度上削弱了日本的經(jīng)濟(jì)實(shí)力,對粉碎日軍“以戰(zhàn)養(yǎng)戰(zhàn)”的陰謀起到了積極的作用。查禁日貨順應(yīng)了民心,激發(fā)了廣大群眾的愛國熱情,同時也促進(jìn)了民族工商業(yè)的發(fā)展,增強(qiáng)了國民政府的經(jīng)濟(jì)力量,有利于國民政府堅(jiān)持長期抗戰(zhàn)。但是由于相關(guān)政策措施的不完善以及對查禁日貨缺乏有效的監(jiān)督管理,出現(xiàn)了不少的問題,使得查禁日貨取得的成效有限。本文由面到點(diǎn),從四川省肅清仇貨委員會成立開始,考察四川省政府查禁日貨的情況——查禁日貨的背景、政策、階段、效果,著重介紹了四川地區(qū)查禁日貨的機(jī)構(gòu)、措施、管理,剖析了查禁日貨過程中的問題結(jié)癥。在此基礎(chǔ)上本文闡明了查禁日貨對國民政府抗戰(zhàn)及四川社會產(chǎn)生的影響。本文旨在說明抗戰(zhàn)時期國民政府實(shí)施查禁日貨的目的在于抵制敵人的經(jīng)濟(jì)滲透,雖取得了一定的成效,但卻治標(biāo)不治本。在當(dāng)時人民生活普遍貧窮及民族工商業(yè)發(fā)展水平落后的環(huán)境下,實(shí)現(xiàn)徹底根絕日貨的目標(biāo)是不可能達(dá)成的。
[Abstract]:After the outbreak of the War of Resistance, Japan not only launched a series of military offensive against the national government, but also launched a series of economic offensives. In order to crack down on the economic power of the national government, Japan colluded with illegal profiteers to smuggle and dump Japanese goods into the Kuomintang territory. The rampant smuggling of Japanese goods not only makes the national government's financial and tax losses huge, but also poses a serious threat to the social stability in the rear area. In the face of the flood of Japanese goods, on the one hand, the National Government increased anti-smuggling, anti-smuggling efforts, on the other hand, organized the local governments to implement the ban on Japanese goods. To this end, the National Government has issued a series of decrees, laws and regulations to guide the implementation of local governments to ban Japanese goods. Sichuan provincial government not only set up special censors, but also issued local laws and regulations. In the process of banning Japanese goods, the government adopted a flexible policy of interdiction. At the same time, taking into account the vital interests of merchants, reducing the economic losses suffered by businessmen, most businessmen can actively cooperate with the government to ban Japanese goods, and achieve certain results. The Nationalist government organized the interdiction of Japanese goods in wartime, effectively cracked down on Japan's export trade to China, weakened Japan's economic strength to a certain extent, and played a positive role in crushing the Japanese army's conspiracy to "preserve war by war". The ban on Japanese goods complied with the people's feelings, stimulated the patriotic enthusiasm of the masses, promoted the development of national industry and commerce, strengthened the economic strength of the national government, and was conducive to the national government's persistence in the long war of resistance. However, due to the imperfection of relevant policies and measures and the lack of effective supervision and management of the Japanese goods, there are many problems, which make the effectiveness of the ban on Japanese goods limited. From face to point, from the establishment of Sichuan Provincial Antifeud Committee, this paper examines the situation of the Sichuan Provincial Government in the investigation of Japanese goods-the background, policy, stage and effect of the ban, and emphatically introduces the institutions and measures for the prohibition of Japanese goods in Sichuan. Management, analysis of the process of interdiction of Japanese goods problems. On the basis of this, this paper expounds the influence of the ban on Japanese goods on the Anti-Japanese War of the Nationalist Government and the Sichuan society. This paper aims to explain that the purpose of the national government to ban Japanese goods during the War of Resistance against Japan was to resist the enemy's economic infiltration. Although it has achieved certain results, it has not dealt with the symptoms at the root of the problem. Under the circumstances of widespread poverty and backward development of national industry and commerce at that time, it was impossible to achieve the goal of eliminating Japanese goods completely.
