【摘要】：改變對立的城鄉(xiāng)關(guān)系,減少城鄉(xiāng)差別,是中國共產(chǎn)黨成立以來一直奮斗并為之努力去實現(xiàn)的一個重要目標(biāo)。國民經(jīng)濟(jì)恢復(fù)時期中國共產(chǎn)黨采取了若干措施來縮小城鄉(xiāng)差距,推動城鄉(xiāng)關(guān)系的改變,主要有廢除生產(chǎn)資料私有制和剝削制度,城鄉(xiāng)居民政治權(quán)力的平等化,重視農(nóng)業(yè)的基礎(chǔ)性地位,以城市為中心領(lǐng)導(dǎo)和帶動鄉(xiāng)村發(fā)展,慎重處理城鄉(xiāng)關(guān)系中最為突出的"剪刀差"問題,大力發(fā)展城鄉(xiāng)文化教育等。在中共和各級政府的領(lǐng)導(dǎo)下,經(jīng)過全民共同努力,一種新型的、與以前相較而言較為協(xié)調(diào)的城鄉(xiāng)關(guān)系漸漸形成,在政治、經(jīng)濟(jì)、精神文化等方面出現(xiàn)了新的特點(diǎn)。在肯定國民經(jīng)濟(jì)恢復(fù)時期中國共產(chǎn)黨為構(gòu)建新型城鄉(xiāng)關(guān)系所做的種種努力的同時,還需要看到這種努力所帶來的變化存在的不足,以及所帶來的長期負(fù)面影響,故不宜將其無限拔高,應(yīng)作辯證的分析和客觀的評價。
[Abstract]:Changing the antagonistic urban-rural relationship and reducing the urban-rural difference is an important goal that the CPC has been striving to achieve since its founding. During the period of national economic recovery, the Communist Party of China adopted a number of measures to narrow the gap between urban and rural areas and to promote the change of urban-rural relations, mainly by abolishing the system of private ownership of means of production and exploitation, and by equalizing the political power of urban and rural residents. We should attach importance to the basic position of agriculture, take the city as the center, lead and promote the rural development, deal with the most prominent problem of "scissors difference" in the urban-rural relations, and vigorously develop the cultural education in urban and rural areas, etc. Under the leadership of the Communist Party of China (CPC) and the governments at all levels, a new type of urban-rural relationship, which is more harmonious than before, has gradually formed through the joint efforts of the whole people, and new features have emerged in the political, economic, spiritual and cultural fields. While acknowledging the efforts made by the Communist Party of China to build a new type of urban-rural relationship during the period of national economic recovery, it is also necessary to see the shortcomings of the changes brought about by such efforts, as well as the long-term negative effects brought about by such efforts, Therefore, it should not be unlimited, should be dialectical analysis and objective evaluation.
