【摘要】：作者利用相關(guān)檔案資料及前人研究成果,對(duì)庫(kù)倫開(kāi)設(shè)駐京文報(bào)局、改用郵局傳遞文報(bào)一事進(jìn)行資料整理和史實(shí)考述,涉及到庫(kù)倫開(kāi)設(shè)駐京文報(bào)局的時(shí)代背景、先決條件、署庫(kù)倫辦事大臣三多等人奏設(shè)駐京文報(bào)局以及開(kāi)設(shè)文報(bào)局所引發(fā)的陸軍、郵傳二部的爭(zhēng)執(zhí)等問(wèn)題。
[Abstract]:The author makes use of the relevant archives and previous research results to sort out and record the historical facts of the establishment of Coulomb's office in Beijing and to transfer it to the post office, which is related to the background and prerequisite of Coulomb's setting up the bureau in Beijing. Agency Secretary of State, more than three other people to set up the Beijing News Office, as well as the opening of the bureau caused by the army, mail two disputes and other issues.
