【摘要】：1932年,日本扶植偽滿洲國成立后,便正式在東北地區(qū)施行殖民統(tǒng)治,其通過傀儡政權(quán)對偽滿洲國所轄地區(qū)開展了全方位的掠奪與管制。出于對蘇戰(zhàn)爭和在華利益的考量,日偽當(dāng)局十分重視交通事業(yè)的建設(shè)與發(fā)展,水、陸、空立體式交通網(wǎng)絡(luò)建設(shè)貫穿于偽滿洲國興亡之始末。偽滿洲國有鑒于公路交通于殖民統(tǒng)治、掠奪物資之重要意義,便不遺余力對其進(jìn)行全面的建設(shè)。不斷完善包括國道、縣道、鄉(xiāng)道在內(nèi)的公路交通網(wǎng)絡(luò)及基礎(chǔ)設(shè)施建設(shè),形成了一整套公路修建與養(yǎng)護(hù)體系。此外,偽滿當(dāng)局鑒于交通事故頻發(fā)和交通秩序混亂之像,特制定和頒布了相關(guān)交通法規(guī)及管理細(xì)則,從嚴(yán)管理交通秩序。在車輛限速、限載、檢查等方面作了嚴(yán)格規(guī)定,并制定相關(guān)的懲罰措施,實現(xiàn)了對行人、車輛相對有效的交通監(jiān)管�？v然,日本帝國主義在公路交通管理的過程中不可避免了留下殖民和侵略的印記,但與此同時,我們也不可否認(rèn)其在一定程度上促進(jìn)了偽滿洲國公路交通事業(yè)的進(jìn)步,客觀上帶動了偽滿時期東北地區(qū)公路交通事業(yè)的現(xiàn)代化。
[Abstract]:After the establishment of Manchukuo in 1932, Japan formally carried out colonial rule in Northeast China, and it carried out all-round plunder and control over the region under Manchukuo's jurisdiction through puppet regime.In consideration of the Soviet War and the interests in China, the Japanese and puppet authorities attached great importance to the construction and development of transportation, and the construction of water, land and air transport networks ran through the rise and fall of the puppet Manchukuo.In view of the importance of highway traffic under colonial rule and the importance of plundering goods, Manchukuo spared no effort to carry out its comprehensive construction.The highway transportation network and infrastructure construction, including national highway, county road and township road, have been perfected and a whole set of highway construction and maintenance system has been formed.In addition, in view of frequent traffic accidents and chaotic traffic order, the puppet Manchu authorities have formulated and promulgated relevant traffic laws and regulations to strictly manage traffic order.In the aspects of vehicle speed limit, load limit, inspection and so on, strict regulations are made, and relevant punishment measures are made to realize relatively effective traffic supervision for pedestrians and vehicles.Even though Japanese imperialism inevitably left a mark of colonization and aggression in the course of highway traffic management, at the same time, we can not deny that it has to some extent promoted the progress of road traffic in pseudo-Manchukuo.Objectively, the modernization of highway traffic in Northeast China during the period of pseudo-Manchuria.
