【摘要】：海瑞任職江南期間,抓住主要矛盾,吃準(zhǔn)賦稅徭役、水利兵備、豪強(qiáng)侵欺、民風(fēng)官箴是關(guān)系江南經(jīng)濟(jì)和社會(huì)發(fā)展的關(guān)鍵問(wèn)題,旨在興利除弊,從根本上解決,從而大興水利,限令鄉(xiāng)宦退田,始行一條鞭法,整肅官風(fēng),革除鋪戶無(wú)償承值。從實(shí)際來(lái)看,由于為時(shí)較短,情勢(shì)復(fù)雜,有些舉措取得了預(yù)期效果,有些則初見成效,有些提出了問(wèn)題尚未解決,有些積習(xí)則仍未清除。
[Abstract]:During his tenure in the southern part of the Yangtze River, Hai Rui grasped the principal contradictions, ate the right taxes, corvee, water conservancy soldiers, bullying, and civil conduct officials are the key issues related to the economic and social development of the southern part of the Yangtze River, with the aim of doing beneficial things, removing the drawbacks, and solving the problem at the root, so that water conservancy can be greatly promoted. Rural officials to limit the return of farmland, before a whip law, purge officials, get rid of shops unpaid value. From the practical point of view, due to the short duration and the complexity of the situation, some initiatives have achieved the expected results, some have achieved initial results, some have raised problems that have not been resolved, and some habits have not been cleared.
