【摘要】：當前世界經濟正處在后危機時代,世界經濟結構處于深度調整期、全球總需求不振、新一輪國際經貿規(guī)則不斷演進,中國同東盟的對外貿易都面臨著巨大的外部性挑戰(zhàn),因此共同應對挑戰(zhàn)成為中國—東盟自貿區(qū)建設的重要議題。中國—東盟自貿區(qū)成立以來,雙邊政治互信不斷增進、經貿關系取得了積極進展、正從“黃金十年”走向“鉆石十年”。但是其中也存在一些問題、面臨一些挑戰(zhàn),近年來雙邊經貿增幅有所回落,此前雙邊經貿合作以削減關稅為主,確實帶來一定發(fā)展,但是單純削減關稅壁壘已不能滿足中國同東盟雙邊貿易進一步發(fā)展的需求,為進一步挖掘貿易潛力,需重點推進貿易便利化建設。世界貿易組織WTO《貿易便利化協(xié)定》的出臺為中國—東盟貿易便利化發(fā)展走勢提供了建議機制和啟示。加強中國—東盟自貿區(qū)貿易便利化建設,對于推動區(qū)域一體化經濟發(fā)展,增強區(qū)域合作競爭力以及促進“一帶一路”建設都具有重要意義。中國同東盟隔海相望,互為最為重要的貿易合作伙伴,通過貿易便利化進一步夯實雙方經濟貿易關系,優(yōu)化中國同東盟區(qū)域合作,利于推動雙邊講信修睦、守望相助、合作共贏、長久發(fā)展。本文研究重在通過對貿易便利化水平的涉及內容、發(fā)展趨勢和影響效應整體把握的基礎上,通過梳理當前中國—東盟自貿區(qū)貿易便利化的合作進展,對貿易便利化的經濟效應進行理論分析,其中通過貿易便利化相關成本進行分析以對其科學地選取指標進行定量評估,進而分析探討取得成效的舉措和仍存在的問題,為升級版的中國—東盟自貿區(qū)貿易便利化發(fā)展提供建議以供借鑒。
[Abstract]:At present, the world economy is in a post-crisis era, the world economic structure is in a period of deep adjustment, the total global demand is sluggish, the new round of international economic and trade rules are constantly evolving, and the foreign trade between China and ASEAN is facing enormous external challenges. Therefore, joint response to the challenge has become an important issue in the construction of China-ASEAN Free Trade area. Since the establishment of the China-ASEAN Free Trade area, bilateral political mutual trust has been continuously enhanced, and economic and trade relations have made positive progress, moving from a "golden decade" to a "diamond decade." However, there are also some problems and challenges. In recent years, the growth rate of bilateral trade and economic cooperation has dropped somewhat. Before that, bilateral economic and trade cooperation was dominated by tariff reduction, which did bring about certain development. However, the reduction of tariff barriers alone can not meet the needs of the further development of bilateral trade between China and ASEAN. In order to further tap the trade potential, it is necessary to focus on trade facilitation construction. The introduction of the Agreement on Trade Facilitation of the World Trade Organization (WTO) provides a suggested mechanism and enlightenment for the development trend of China-ASEAN trade facilitation. Strengthening the trade facilitation construction of China-ASEAN Free Trade area is of great significance for promoting the development of regional integration economy, enhancing the competitiveness of regional cooperation and promoting the construction of "Belt and Road". Apart from each other across the sea, China and ASEAN are the most important trade partners. Through trade facilitation, China and ASEAN can further strengthen their economic and trade relations, optimize regional cooperation between China and ASEAN, and contribute to the improvement of bilateral promises and mutual assistance. Co-operation and long-term development. Based on the overall understanding of the content, development trend and impact effect of the level of trade facilitation, this paper reviews the current progress of China-ASEAN free trade area trade facilitation cooperation. The economic effect of trade facilitation is theoretically analyzed, in which the related costs of trade facilitation are analyzed to quantitatively evaluate its scientific selection of indicators, and then to analyze the measures and problems that have been achieved. To provide suggestions for the development of trade facilitation in China-ASEAN Free Trade area.
