“一帶一路”國家勞動力市場研究

【摘要】:"一帶一路"戰(zhàn)略是促進國際產(chǎn)業(yè)轉移、推動跨區(qū)域合作的重要戰(zhàn)略,對"一帶一路"相關國家的發(fā)展具有深遠而重大的意義。但是,目前國內(nèi)對"一帶一路"國家勞動力市場的研究尚未深入。為了初步了解"一帶一路"國家勞動力市場的現(xiàn)狀,本文選取國際勞工組織KILM(9~(th))數(shù)據(jù)庫中的勞動力參與率、失業(yè)率、月平均工資、勞動生產(chǎn)率四個勞動力市場總量指標以及就業(yè)人口的產(chǎn)業(yè)結構、就業(yè)人口的教育結構兩個勞動力市場結構指標,采用描述性統(tǒng)計方法及比較研究方法探究"一帶一路"國家整體勞動力市場以及分區(qū)域勞動力市場的特征。在此基礎上,采用定性比較方法和層次分析法評價各區(qū)域勞動力市場對我國企業(yè)降本增效的價值,并對各區(qū)域勞動力市場的形成機制進行分析。本文主要得到以下兩個結論:第一,在采用定性比較方法評價"一帶一路"各區(qū)域勞動力市場時,本文發(fā)現(xiàn)東亞地區(qū)、東南亞地區(qū)和南亞地區(qū)勞動力市場優(yōu)劣勢是完全一致的,發(fā)達國家和中東歐地區(qū)的勞動力市場優(yōu)劣勢是完全一致的,前者勞動力市場優(yōu)勢主要表現(xiàn)在其勞動力市場總量方面,后者勞動力市場優(yōu)勢則表現(xiàn)在勞動力市場結構方面。中亞地區(qū)在勞動力參與率、工資成本、勞動生產(chǎn)率以及就業(yè)人口的教育結構方面都具有比較優(yōu)勢。西亞北非地區(qū)在勞動力市場的五項指標上離散程度都較大,但將西亞北非地區(qū)分為GCC國家和非GCC國家,則會顯著降低離散程度。GCC國家與非GCC國家的勞動力市場優(yōu)劣勢完全相反。第二,本文基于為我國企業(yè)降本增效的總目標,采用層次分析法得到"一帶一路"各區(qū)域勞動力市場的綜合優(yōu)勢得分,由高到低依次是:東亞地區(qū)、中亞地區(qū)、東南亞地區(qū)、中東歐地區(qū)、GCC國家、非GCC國家、南亞地區(qū)及發(fā)達國家。基于以上結論,本文根據(jù)各個區(qū)域勞動力市場的優(yōu)劣勢及形成機制對我國與"一帶一路"各區(qū)域合作提出了相應的對策建議。
[Abstract]:"Belt and Road" strategy is an important strategy to promote international industrial transfer and promote cross-regional cooperation.However, at present, the domestic study on the national labor market of Belt and Road has not been deepened.In order to understand the current situation of Belt and Road's national labor market, this paper selects the labor force participation rate, unemployment rate and average monthly wage in the International Labour Organization (ILO) database.The four indicators of labor productivity and the industrial structure of the employed population, the educational structure of the employed population, the two indicators of the labor market structure,The descriptive statistical method and comparative research method are used to explore the characteristics of the overall labor market and the sub-regional labor market of Belt and Road.On this basis, the qualitative comparison method and the analytic hierarchy process are used to evaluate the value of the regional labor market to reduce the cost and increase the efficiency of the enterprises in China, and the formation mechanism of the regional labor market is analyzed.The main conclusions of this paper are as follows: first, when using qualitative comparative method to evaluate the labor market of Belt and Road, this paper finds that the advantages and disadvantages of labor market in East Asia, Southeast Asia and South Asia are identical.The advantages and disadvantages of labor market in developed countries and in central and eastern Europe are identical. The former is mainly manifested in the total amount of labor market, while the latter is in the structure of labor market.Central Asia has comparative advantages in terms of labour force participation rate, wage cost, labor productivity and the educational structure of the employed population.In West Asia and North Africa, the five indicators of labor market are all more discrete, but dividing West Asia and North Africa into GCC countries and non- countries will significantly reduce the dispersion degree. The advantages and disadvantages of GCC countries and non- countries will be completely opposite.Secondly, based on the overall goal of reducing cost and increasing efficiency for Chinese enterprises, the paper obtains the comprehensive advantage score of "Belt and Road" regional labor market by AHP. The order from high to low is: East Asia, Central Asia, Southeast Asia, etc.Central and Eastern Europe countries, non-GCC countries, South Asia and developed countries.Based on the above conclusions, this paper puts forward corresponding countermeasures and suggestions on the cooperation between China and "Belt and Road" according to the advantages and disadvantages of each regional labor market and its forming mechanism.
