中國與“一帶一路”沿線經(jīng)濟體自貿(mào)區(qū)建設(shè)現(xiàn)狀及推進策略

【摘要】:2015年12月國務(wù)院發(fā)布了首份推進中國自貿(mào)區(qū)建設(shè)的戰(zhàn)略性、綜合性文件——《關(guān)于加快實施自由貿(mào)易區(qū)戰(zhàn)略的若干意見》。文件提出,積極同"一帶一路"沿線經(jīng)濟體商建自由貿(mào)易區(qū),形成"一帶一路"大市場,將"一帶一路"打造成暢通之路、商貿(mào)之路、開放之路。目前,我國只與極個別"一帶一路"沿線經(jīng)濟體簽訂了FTA,存在數(shù)量少、分布地區(qū)不均衡、深度一體化水平不高、潛在合作風(fēng)險較高等問題。鑒于此,中國推進與"一帶一路"沿線經(jīng)濟體FTA戰(zhàn)略布局中需要合理選擇談判對象、注意區(qū)分開放程度、尋找網(wǎng)絡(luò)構(gòu)建突破口。此外,還需搞好與"一帶一路"沿線經(jīng)濟體的關(guān)系,實現(xiàn)與相關(guān)經(jīng)濟體的戰(zhàn)略構(gòu)想對接,尋求利益匯合點。
[Abstract]:In December 2015, the State Council issued the first comprehensive document, "opinions on speeding up the implementation of the Free Trade area Strategy," which was the first strategic document to promote the construction of China's free trade zones. Actively establishing free trade zones with the economies along the route of "Belt and Road", forming a large market of "Belt and Road," and making "Belt and Road" a smooth road, a road for commerce and commerce, and a road for opening up. At present, China has signed FTAs with only a few "Belt and Road" economies. There are some problems, such as low number, uneven distribution, low level of deep integration and high potential risk of cooperation. In promoting the strategic layout of FTA between China and the economies along "Belt and Road", it is necessary to reasonably select negotiating objects, pay attention to distinguishing the degree of openness, and look for a breakthrough in network construction. In addition, it is also necessary to do a good job in relations with the economies along the "Belt and Road" route. To achieve the strategic concept of the relevant economies docking, seeking convergence of interests.
