【摘要】：現(xiàn)實(shí)中國(guó)際關(guān)系的合作常常是不對(duì)稱性合作。隨著國(guó)內(nèi)—國(guó)際互動(dòng)的加深,不對(duì)稱合作關(guān)系的維持變得更加困難。一個(gè)重要現(xiàn)象或趨勢(shì)是:轉(zhuǎn)型國(guó)家的政治轉(zhuǎn)向未減反增,導(dǎo)致大國(guó)與之發(fā)展不對(duì)稱合作時(shí)不得不面臨更大的政治風(fēng)險(xiǎn)。如何認(rèn)知威脅并維持不對(duì)稱關(guān)系的穩(wěn)定是決策者和學(xué)術(shù)界共同面對(duì)的難題。為解答該問(wèn)題,本文在梳理現(xiàn)有理論解釋的基礎(chǔ)上,引入策略互動(dòng)視角,提出:以危機(jī)援助、相互戰(zhàn)略保證、第三方非正式協(xié)調(diào)等作為主要手段的策略互動(dòng)是政治風(fēng)險(xiǎn)弱化、不對(duì)稱關(guān)系維持的關(guān)鍵,并以新世紀(jì)以來(lái)的中斯關(guān)系為例驗(yàn)證其適用性。該結(jié)論對(duì)于我國(guó)推進(jìn)"一帶一路"建設(shè),探索與周邊小國(guó)互動(dòng)新思路具有重要啟示。
[Abstract]:In reality, cooperation in international relations is often characterized by asymmetric cooperation. With the deepening of domestic and international interaction, the maintenance of asymmetric cooperative relations becomes more difficult. An important phenomenon or trend is that political shifts in countries in transition are increasing rather than decreasing. In order to solve this problem, it is difficult for policy makers and academics to recognize threats and maintain the stability of asymmetric relations. On the basis of combing the existing theoretical explanations and introducing the perspective of strategic interaction, this paper puts forward that the main means of strategic interaction, such as crisis assistance, mutual strategic guarantee and third party informal coordination, are the weakening of political risk. The key to the maintenance of asymmetric relations and the applicability of the relations between China and Sri Lanka since the new century are verified. This conclusion has important implications for China to promote the construction of "Belt and Road" and to explore new ideas for interaction with neighboring small countries.
