【摘要】：朝鮮核問題一直是國(guó)際社會(huì)的熱點(diǎn)話題,隨著朝鮮核問題的升級(jí),中國(guó)如何進(jìn)行應(yīng)對(duì)成為舉世關(guān)注的話題。為了成為地區(qū)性大國(guó),擺脫美國(guó)等資本主義國(guó)家的威脅,朝鮮致力于開發(fā)核武器,但是朝鮮的擁核行為明顯是公然挑釁禁止核擴(kuò)散的協(xié)議,這對(duì)于世界和平來說是一種極大的威脅,這注定朝鮮核建設(shè)在世界范圍內(nèi)不被認(rèn)可,孤立無援。中國(guó)政府一再聲明不支持朝鮮進(jìn)行核擴(kuò)散試驗(yàn),若是朝鮮堅(jiān)持一意孤行,中國(guó)必然會(huì)采取相應(yīng)的措施。值得思考的是隨著朝鮮核問題的升級(jí),美韓等國(guó)已經(jīng)表現(xiàn)出極大地不滿,中國(guó)做出何種選擇,這是必須深思的問題。由于冷戰(zhàn)后朝鮮地緣政治環(huán)境發(fā)生了變化,中俄兩國(guó)對(duì)朝鮮的態(tài)度也悄然改變,隨著美國(guó)對(duì)朝鮮施加的壓力不斷增強(qiáng),且朝鮮面臨著國(guó)內(nèi)能源短缺的情況,為此朝鮮啟動(dòng)了核計(jì)劃。在政治領(lǐng)域,朝鮮開發(fā)核武器會(huì)造成中國(guó)周邊環(huán)境不穩(wěn)定,對(duì)中國(guó)在國(guó)際政治舞臺(tái)上的形象帶來負(fù)面影響;在安全領(lǐng)域,朝鮮開發(fā)核武器將會(huì)引發(fā)地區(qū)間核軍備競(jìng)賽會(huì),導(dǎo)致美韓進(jìn)行軍事介入;在經(jīng)濟(jì)領(lǐng)域,朝核問題會(huì)對(duì)中朝貿(mào)易往來和東北亞地區(qū)經(jīng)濟(jì)合作產(chǎn)生阻礙作用,影響到中國(guó)"一帶一路"戰(zhàn)略的實(shí)施。2016年9月,朝鮮進(jìn)行了第五次核試驗(yàn),向國(guó)際社會(huì)展現(xiàn)了自己擁核的決心,周邊各國(guó)紛紛表示震驚和譴責(zé)�？梢灶A(yù)見,朝鮮對(duì)中朝關(guān)系發(fā)展受阻和地區(qū)局勢(shì)惡化做好了準(zhǔn)備,將會(huì)堅(jiān)持"經(jīng)濟(jì)與核武"并行的戰(zhàn)略。面對(duì)這一情況,中國(guó)應(yīng)當(dāng)始終堅(jiān)持和平的半島政策,積極參與聯(lián)合國(guó)制裁,酌情考慮朝鮮民生,在六方會(huì)談框架下解決朝核問題,引導(dǎo)朝鮮加入地區(qū)合作機(jī)制。

Predictably, North Korea blocked the development of China DPRK relations The deteriorating situation in the region and ready, will adhere to the "economic and nuclear" parallel strategy. In the face of this situation, Chinese should adhere to the peaceful Peninsula Policy, actively participated in the UN sanctions, consider the Korean people's livelihood, in the framework of the six party talks to solve the problem, guide North Korea into the regional cooperation mechanisms.
