提起西奧多·羅斯福在中國人通常會想起一個主張大棒政策的外交家,而這位羅斯福也是美國 19 世紀末 20 世紀初的一位政治改革家。從約 1890 年到第一次世界大戰(zhàn)開始這一段時間,美國幾乎所有的階級和群體都積極地針對在農業(yè)社會向現(xiàn)代的工業(yè)社會轉型過程中出現(xiàn)的種種問題進行社會批評、提出解決方案,這次改革浪潮在歷史上被稱為進步主義運動。西奧多·羅斯福有機會在 20 世紀初領導美國并在其跨越整個進步主義時期的政治生涯中一直推行改革。他為公眾福祉而打造監(jiān)管力度更大、公正政府的激烈言辭,對美國根本政治理想的堅信不移和他具有矛盾性的政治行動給他帶來了贊譽和批評。相對于他強勢的個性,他改革的成就顯得比較有限,從維護美國資本主義政治秩序的角度說,他的改革思想也是保守的�？傮w而言,他在美國人民記憶里是一位進步主義總統(tǒng),但是他改革思想的實質是為了維護美國的根本制度和價值觀。 本文用阿瑟·施勒辛格父子的美國歷史循環(huán)上升理論來檢視西奧多·羅斯福改革思想的實質。施勒辛格父子發(fā)現(xiàn)美國政府平均相隔十六年左右就有在以公眾利益為主和以私人利益為主的兩種政策主導之間變換。西奧多·羅斯福改革思想中的更強大、監(jiān)管性更強的聯(lián)邦政...
