【摘要】：本文以對(duì)農(nóng)業(yè)保護(hù)政策的理論研究為切入點(diǎn),分析實(shí)施農(nóng)業(yè)保護(hù)政策的普遍性和基本規(guī)律,進(jìn)而分析日本實(shí)施農(nóng)業(yè)保護(hù)政策的原因、早期發(fā)展歷程及其特點(diǎn)和面臨的困境。在此基礎(chǔ)上介紹1990年代以來(lái)日本隨著國(guó)內(nèi)外環(huán)境的變化,其農(nóng)業(yè)保護(hù)政策所面臨的國(guó)內(nèi)外挑戰(zhàn)。重點(diǎn)對(duì)為了應(yīng)對(duì)新問(wèn)題,日本政府對(duì)其農(nóng)業(yè)保護(hù)政策所作的新發(fā)展及其影響,進(jìn)行深刻具體的研究。最后,分析日本農(nóng)業(yè)保護(hù)政策對(duì)中國(guó)的啟示。文章主要包括四部分內(nèi)容： 第一部分,闡述和界定農(nóng)業(yè)保護(hù)政策的含義,對(duì)世界各國(guó)在工業(yè)化進(jìn)程中所實(shí)施的農(nóng)業(yè)保護(hù)政策進(jìn)行分析,并總結(jié)農(nóng)業(yè)保護(hù)政策的基本規(guī)律。 第二部分,從自然環(huán)境和人文歷史這兩個(gè)方面分析日本實(shí)施農(nóng)業(yè)保護(hù)政策的原因。概述日本自明治維新開(kāi)始至1990年前后,其農(nóng)業(yè)保護(hù)政策的起步和發(fā)展歷程,并闡明日本農(nóng)業(yè)保護(hù)政策的特點(diǎn)及其所面臨的困境。 第三部分,先從介紹1990年代以來(lái)日本國(guó)內(nèi)外的新情況入手,重點(diǎn)研究為應(yīng)對(duì)新的挑戰(zhàn),日本政府對(duì)于農(nóng)業(yè)保護(hù)政策所作的調(diào)整,將日本如何履行烏拉圭回合談判簽訂的WTO《農(nóng)業(yè)協(xié)定》、1999年頒布《食品、農(nóng)業(yè)、農(nóng)村基本法》和2000年以后在多哈回合談判中日本的主張等方面作為主要的研究?jī)?nèi)容,并分析新時(shí)期日本農(nóng)業(yè)保護(hù)政策的特點(diǎn)。 最后一部分,在前文的基礎(chǔ)上,分析1990年代以來(lái)的日本農(nóng)業(yè)保護(hù)政策對(duì)日本農(nóng)業(yè)與經(jīng)濟(jì)、政治和外交的深刻影響,并談了幾點(diǎn)對(duì)我國(guó)實(shí)施農(nóng)業(yè)保護(hù)政策的啟示。
[Abstract]:Based on the theoretical research on agricultural protection policy, this paper analyzes the universality and basic law of implementing agricultural protection policy, and then analyzes the reasons, early development process, characteristics and difficulties faced by Japan in the implementation of agricultural protection policy. On this basis, the domestic and foreign challenges faced by Japan's agricultural protection policy since 1990's are introduced with the change of domestic and foreign environment. In order to deal with the new problems, the Japanese government has made a profound and concrete study on the new development and influence of its agricultural protection policy. Finally, the paper analyzes the enlightenment of Japanese agricultural protection policy to China. The article mainly includes four parts: the first part, elaborates and defines the agricultural protection policy meaning, carries on the analysis to the agricultural protection policy which the world country implements in the industrialization process, And sum up the basic law of agricultural protection policy. The second part analyzes the reasons why Japan implements agricultural protection policy from natural environment and human history. From the beginning of Meiji Restoration to the beginning of 1990, the paper summarizes the starting and developing process of Japan's agricultural protection policy, and expounds the characteristics of Japan's agricultural protection policy and the difficulties it faces. The third part begins with the introduction of the new situation at home and abroad since the 1990s and focuses on the adjustment of the agricultural protection policy made by the Japanese government in order to meet the new challenges. The main research contents are how Japan implements the WTO Agreement on Agriculture signed in the Uruguay Round of negotiations, the promulgation of the basic Law on Food, Agriculture and Rural areas in 1999, and Japan's claim in the Doha Round negotiations after 2000. And analyze the characteristics of Japanese agricultural protection policy in the new period. The last part, on the basis of the above, analyzes the profound influence of Japan's agricultural protection policy on Japan's agriculture and economy, politics and diplomacy since 1990s, and discusses the enlightenment to the implementation of agricultural protection policy in China.
