【摘要】：本文以肯尼迪政府對(duì)古巴難民的安置政策為主題,分析了美國對(duì)古巴難民實(shí)施接納和安置政策的背景、受制約因素以及對(duì)美國難民政策和古巴難民兩方面的影響等。 引言部分主要介紹本文旨在研究的問題,研究目的和意義,簡(jiǎn)要評(píng)述中美學(xué)術(shù)界的研究動(dòng)態(tài),介紹本文擬采用的基本理論和方法,并對(duì)相關(guān)的概念作以簡(jiǎn)要的界定。 正文分三部分: 第一部分介紹了肯尼迪政府對(duì)古巴難民安置政策實(shí)施的背景,描述了1959年古巴革命后三次難民潮的興起并分析了難民潮的特征,闡述了艾森豪威爾政府對(duì)古巴的遏制政策以及對(duì)古巴難民的安置政策。 第二部分分析了肯尼迪對(duì)艾森豪威爾政府對(duì)古巴難民政策的繼承以及豬灣事件前后政策的轉(zhuǎn)變,用大量的史料描述了肯尼迪實(shí)施古巴難民安置計(jì)劃的過程及影響。 第三部分論述了肯尼迪政府對(duì)古巴難民的安置政策的影響,主要從兩方面來論述,對(duì)美國難民政策和對(duì)古巴難民的影響。 結(jié)論部分對(duì)全文做了簡(jiǎn)要總結(jié),并對(duì)肯尼迪政府的古巴難民安置政策得出幾點(diǎn)看法:古巴難民本身的文化素質(zhì)和人才結(jié)構(gòu)是決定他們能否受到美國政府歡迎的關(guān)鍵因素;美國難民政策的制定要受到意識(shí)形態(tài)和國內(nèi)利益的雙重制約;這一時(shí)期美國的古巴難民政策對(duì)美國和古巴難民雙方是雙贏的。
[Abstract]:Based on the policy of the Kennedy administration on the resettlement of Cuban refugees, this paper analyzes the background, restrictive factors and the influence on the policy of American refugees and Cuban refugees of the United States of America in the policy of accepting and resettling Cuban refugees. The introduction mainly introduces the problems, purposes and significance of this paper, briefly reviews the research trends in Chinese and American academic circles, introduces the basic theories and methods to be adopted in this paper, and gives a brief definition of the related concepts. The text is divided into three parts: the first part introduces the background of the implementation of the policy of the Kennedy administration on the settlement of Cuban refugees, describes the rise of the three refugee flows after the Cuban Revolution in 1959 and analyzes the characteristics of the refugee flows. This paper expounds the containment policy of the Eisenhower administration to Cuba and the resettlement policy of the Cuban refugees. The second part analyzes Kennedy's succession to the Eisenhower administration's policy on Cuban refugees and the change of policy before and after the Bay of Pigs incident, and describes the process and influence of Kennedy's implementation of the Cuban refugee resettlement plan with a lot of historical data. The third part discusses the influence of Kennedy administration on the settlement policy of Cuban refugees, mainly from two aspects, the American refugee policy and the impact on Cuban refugees. In the conclusion part, the author makes a brief summary of the full text, and points out some views on the policy of Cuban refugees resettlement under Kennedy administration: the cultural quality and talent structure of Cuban refugees themselves are the key factors to decide whether they are welcomed by the United States government; The formulation of American refugee policy is subject to the dual restriction of ideology and domestic interests, and the Cuban refugee policy of the United States during this period is a win-win situation for both the United States and Cuban refugees.
