【摘要】： 文章對(duì)軟權(quán)力概念進(jìn)行了梳理與分析,探討了軟權(quán)力產(chǎn)生的路徑與實(shí)質(zhì),認(rèn)為國(guó)家的軟權(quán)力并不是借助軟權(quán)力的“資源性力量”自然產(chǎn)生的,而是國(guó)家通過(guò)必要的方式和手段積極推動(dòng)而獲得的,是國(guó)家意識(shí)形態(tài)傳播的結(jié)果,是國(guó)家將靜態(tài)的潛在軟權(quán)力轉(zhuǎn)化為能夠?qū)λ麌?guó)產(chǎn)生影響的有效軟權(quán)力的國(guó)家能力的體現(xiàn)。文章從美國(guó)獲取軟權(quán)力影響蘇聯(lián)的角度對(duì)冷戰(zhàn)實(shí)質(zhì)進(jìn)行了再認(rèn)識(shí),在分析“和平演變”戰(zhàn)略的基礎(chǔ)上,將戈?duì)柊蛦谭驁?zhí)政時(shí)期美國(guó)為了獲取對(duì)蘇聯(lián)的軟權(quán)力而實(shí)施的一整套政策與舉措概括為“軟權(quán)力戰(zhàn)略”,重點(diǎn)從軟權(quán)力戰(zhàn)略實(shí)施依靠的資源力量、實(shí)施環(huán)境和實(shí)施手段等幾個(gè)方面進(jìn)行了分析。通過(guò)美國(guó)對(duì)蘇聯(lián)實(shí)施的軟權(quán)力戰(zhàn)略探析出美國(guó)處理對(duì)外關(guān)系行為模式的一些特點(diǎn),進(jìn)一步佐證軟權(quán)力戰(zhàn)略實(shí)施對(duì)于獲取軟權(quán)力的重要價(jià)值正是寫作本文的初衷與意義所在。
[Abstract]:This paper combs and analyzes the concept of soft power, probes into the path and essence of soft power, and holds that the soft power of a country does not come naturally with the help of the "resource power" of soft power. It is the result of the spread of national ideology and the embodiment of the state's ability to transform the static potential soft power into the effective soft power which can influence other countries. This paper reunderstands the essence of the Cold War from the angle that the United States acquires soft power and influences the Soviet Union, on the basis of analyzing the strategy of "peaceful evolution". The whole set of policies and measures carried out by the United States in order to obtain soft power over the Soviet Union during Gorbachev's reign were summarized as "soft power strategy", with emphasis on the resource strength relied on in the implementation of soft power strategy. The implementation environment and implementation methods are analyzed in several aspects. Based on the soft power strategy carried out by the United States to the Soviet Union, this paper analyzes some characteristics of the mode of American behavior in dealing with foreign relations, and further proves that the important value of the implementation of soft power strategy for obtaining soft power is the original intention and significance of this paper.
