【摘要】： 拉丁美洲歷來(lái)被美國(guó)政府視為天然的勢(shì)力范圍,是不允許外來(lái)勢(shì)力影響的“美國(guó)后院”。第二次世界大戰(zhàn)結(jié)束后,社會(huì)主義國(guó)家蘇聯(lián)的崛起給美國(guó)造成了極大的沖擊。當(dāng)拉丁美洲國(guó)家古巴宣布成為社會(huì)主義國(guó)家后,在美國(guó)社會(huì)及決策階層引起了巨大恐慌。避免在拉丁美洲出現(xiàn)“另一個(gè)共產(chǎn)主義政權(quán)”,已經(jīng)成為約翰遜政府在拉美地區(qū)的首要目標(biāo)。 1965年4月,當(dāng)拉丁美洲小國(guó)多米尼加爆發(fā)起義時(shí),約翰遜政府放棄了由肯尼迪政府傳承下來(lái)的溫和政策,轉(zhuǎn)而采取了赤裸裸的干涉政策,提出了針對(duì)拉丁美洲的“約翰遜主義”,為美國(guó)軍事干涉多米尼加提供了理論依據(jù)。此后,美國(guó)政府又推動(dòng)美洲國(guó)家組織通過(guò)決議,派遣泛美維和部隊(duì)到多米尼加,使軍事干涉合法化。不僅如此,約翰遜政府還通過(guò)在多米尼加國(guó)內(nèi)扶植的親美政權(quán)來(lái)繼續(xù)干涉多米尼加的國(guó)內(nèi)事務(wù)。1966年6月1日,美國(guó)政府暗中支持巴拉格爾擊敗博什當(dāng)選多米尼加總統(tǒng)。約翰遜政府隨即改變政策,通過(guò)政治經(jīng)濟(jì)的援助手段改善了同多米尼加的關(guān)系,達(dá)到了繼續(xù)操縱多米尼加內(nèi)政外交的目的。 本文通過(guò)探究和梳理美國(guó)新解密的外交文件及相關(guān)檔案資料和網(wǎng)絡(luò)資源,著重考察約翰遜政府對(duì)多米尼加政策的緣起、轉(zhuǎn)變和發(fā)展的過(guò)程。筆者力圖運(yùn)用歷史學(xué)、國(guó)際關(guān)系學(xué)等學(xué)科的相關(guān)知識(shí),以國(guó)家利益原則為主要的理論依據(jù),綜合分析約翰遜政府對(duì)多米尼加政策的特點(diǎn),揭示美國(guó)拉美政策的實(shí)質(zhì),以及這一政策對(duì)美國(guó)與拉丁美洲國(guó)家的關(guān)系產(chǎn)生的影響。
[Abstract]:Latin America has long been regarded as a natural sphere of influence by the United States government and a "backyard" that does not allow outside influence. After the end of World War II, the rise of the Soviet Union of socialist countries had a great impact on the United States. When the Latin American nation of Cuba declared itself a socialist country, there was a great deal of panic in American society and at the policy-making level. Avoiding "another communist regime" in Latin America has become the primary goal of the Johnson administration in Latin America. In April 1965, when the small Latin American nation of Dominica rebelled, The Johnson administration gave up the moderate policy inherited by Kennedy administration and adopted the naked intervention policy instead, and put forward the "Johnson-ism" for Latin America, which provided the theoretical basis for American military intervention in Dominica. Since then, the U.S. government has pushed for a resolution by the Organization of American States to send a Pan-American peacekeeping force to Dominica, legitimizing military intervention. Not only that, the Johnson administration has continued to interfere in the country's domestic affairs through a pro-American regime that has been nurtured in the country. On June 1, 1966, the United States government secretly supported Balaguer's victory over Bosh as president of the Dominican Republic. The Johnson administration then changed its policy and improved its relations with Dominica by means of political and economic aid to continue to manipulate the country's domestic and foreign affairs. By exploring and combing the newly declassified diplomatic documents and related archives and network resources of the United States, this paper focuses on the origin, transformation and development of Johnson's policy towards Dominica. The author tries to use the relevant knowledge of history, international relations and other disciplines, taking the principle of national interests as the main theoretical basis, comprehensively analyzes the characteristics of the Johnson administration's policy towards Dominica, and reveals the essence of the United States' Latin American policy. And the impact of this policy on relations between the United States and Latin American countries.
