【摘要】：1821年赦令是帝俄政府調(diào)整美洲殖民政策的重要文件,內(nèi)容涉及俄屬美洲的邊界、領(lǐng)海、貿(mào)易等方面。赦令具有明顯的對(duì)外性質(zhì),旨在處理俄屬美洲與外國(guó)勢(shì)力的關(guān)系,確立俄屬美洲的統(tǒng)治權(quán)。1821年赦令的頒布加劇了美洲西北海岸國(guó)際關(guān)系的緊張局勢(shì),面對(duì)來自英、美兩國(guó)的巨大壓力,帝俄政府的態(tài)度隨后發(fā)生變化,基本放棄了原來的政策主張。從歷史的維度來分析,帝俄政府態(tài)度的這種嬗變正是其全球戰(zhàn)略布局、西北海岸國(guó)際局勢(shì)、俄美公司政治變革、沙皇個(gè)人性格等因素共同作用的結(jié)果。帝俄美洲殖民政策的轉(zhuǎn)變對(duì)美洲西北海岸國(guó)際關(guān)系產(chǎn)生了深遠(yuǎn)的影響。
[Abstract]:The amnesty order of 1821 was an important document for the Russian government to adjust its colonial policy in the Americas, covering the borders, territorial waters, and trade of the Russian American. The amnesty order is obviously external in nature, aimed at dealing with Russian-American relations with foreign powers and establishing the sovereignty of Russian-American America. The promulgation of the amnesty order in 1821 heightened tensions in international relations on the northwest coast of America, and faced with the British, Under the great pressure of the United States and Russia, the attitude of the imperialist and Russian governments changed and basically abandoned the original policy proposition. From the perspective of history, the evolution of the attitude of the imperialist and Russian government is the result of its global strategic layout, the international situation in the northwest coast, the political transformation of Russian-American companies and the personal character of the tsar. The change of imperialist and Russian colonial policy had a profound influence on the international relations on the northwest coast of America.
