【摘要】：歐美學(xué)界關(guān)于公民投票制度的研究圍繞以下問題展開:人民主權(quán)與國(guó)家主權(quán)關(guān)系理論、公民投票對(duì)各國(guó)政治生活的影響、公民投票制度與代議制和民意表達(dá)及個(gè)人政治權(quán)力的關(guān)系等。這些研究大都從政治學(xué)與法學(xué)的視角出發(fā),比較關(guān)注實(shí)證性問題,甚至僅僅服務(wù)于現(xiàn)實(shí)的政治目的。本文認(rèn)為,從歷史學(xué)角度研究公民投票制度,無(wú)論在歐美學(xué)界還是在我國(guó)都應(yīng)得到加強(qiáng)。
[Abstract]:The research on the referendum system in Europe and the United States centers on the following issues: the theory of the relationship between the sovereignty of the people and the sovereignty of the state, the impact of the referendum on the political life of countries, The relationship between referendum system and representative system, public opinion expression and personal political power. Most of these studies focus on positivist issues from the perspective of politics and law, and even serve the political purposes of reality. This paper holds that the study of referendum system from the perspective of history should be strengthened in both European and American academic circles and in China.
