【摘要】：基于國(guó)家利益和地緣政治因素的考慮,艾森豪威爾政府認(rèn)為印度支那對(duì)美國(guó)越來越重要。隨著印度支那局勢(shì)的變化和1954年在印度支那美國(guó)主張的“聯(lián)合行動(dòng)”的流產(chǎn)以及美國(guó)國(guó)內(nèi)因素的影響,艾森豪威爾政府決定對(duì)印度支那實(shí)施隱蔽行動(dòng)。本文以艾森豪威爾政府關(guān)于隱蔽行動(dòng)的指導(dǎo)性文件為綱,以辯證歷史唯物主義為指導(dǎo),采用歷史學(xué)的實(shí)證分析方法和比較方法,梳理了艾森豪威爾政府在印度支那的隱蔽行動(dòng),認(rèn)為艾森豪威爾政府在殖民地、半殖民地國(guó)家的隱蔽行動(dòng)與美國(guó)在蘇聯(lián)等共產(chǎn)主義國(guó)家的隱蔽行動(dòng)是不同的,其實(shí)質(zhì)是美國(guó)新殖民主義的手段之一。 全文由以下六部分組成。 前言部分?jǐn)⑹隽诉x題緣由、研究現(xiàn)狀、理論支撐、研究方法、史料來源及論文的創(chuàng)新之處。 第一章探究了艾森豪威爾政府對(duì)印度支那實(shí)施隱蔽行動(dòng)的原因,從印度支那的重要性、該地區(qū)局勢(shì)的變化以及美國(guó)的國(guó)內(nèi)因素等方面加以分析。 第二章詳細(xì)考察了美國(guó)國(guó)家安全委員會(huì)關(guān)于隱蔽行動(dòng)的政策文件NSC10號(hào)系列文件、NCS5412號(hào)系列文件和艾森豪威爾政府時(shí)期美國(guó)國(guó)家安全委員會(huì)關(guān)于印度支那戰(zhàn)略地位認(rèn)識(shí)的NSC5429號(hào)系列文件。 第三章論述了1953-1960年間美國(guó)艾森豪威爾政府根據(jù)隱蔽行動(dòng)政策文件在印度支那實(shí)施的隱蔽行動(dòng)。首先,介紹了美國(guó)在泰國(guó)建立的印度支那隱蔽行動(dòng)大本營(yíng)；其次,對(duì)艾森豪威爾政府在1953-1960間在印度支那實(shí)施的隱蔽行動(dòng)進(jìn)行了梳理。 第四章是對(duì)艾森豪威爾政府印度支那隱蔽行動(dòng)的評(píng)價(jià)。首先,指出美國(guó)在印度支那的隱蔽行動(dòng)與美國(guó)對(duì)印度支那公開的外交政策相輔相成、互為補(bǔ)充,是實(shí)現(xiàn)美國(guó)冷戰(zhàn)戰(zhàn)略的重要手段之一，其次論述了艾森豪威爾政府印度支那隱蔽行動(dòng)產(chǎn)生的影響,同時(shí)指出了艾森豪威爾政府印度支那隱蔽行動(dòng)的實(shí)質(zhì),印度支那隱蔽行動(dòng)是美國(guó)新殖民主義的手段之一。 結(jié)語部分總結(jié)全文,提煉了文章的主要觀點(diǎn),指出文章的不足之處,并對(duì)以后繼續(xù)深化本選題研究提出了部分建議。
[Abstract]:Based on national interests and geopolitical considerations, the Eisenhower administration sees Indochina as increasingly important to the United States. With the change of Indochina situation, the abortion of "joint action" advocated in Indochina in 1954 and the influence of domestic factors, the Eisenhower administration decided to take covert action against Indochina. Based on the guiding documents of the Eisenhower Administration on covert actions and the dialectical historical materialism, this paper combs the covert actions of the Eisenhower Administration in Indochina by using the empirical and comparative methods of history. It is believed that the covert actions of the Eisenhower Administration in colonial and semi-colonial countries are different from those of the United States in communist countries such as the Soviet Union, and that the essence of the covert actions of the Eisenhower Administration is one of the means of American neocolonialism. The full text consists of the following six parts. The preface describes the reason, research status, theoretical support, research methods, sources of historical data and the innovation of the paper. The first chapter probes into the reasons why the Eisenhower Administration carried out covert actions against Indochina, and analyzes the importance of Indochina, the changes of the situation in the region and the domestic factors of the United States. Chapter two examines in detail the National Security Council's policy paper on covert operations, NSC10 Series No. 5412, and the National Security Council's recognition of the strategic status of Indochina during the Eisenhower administration. Recognize the NSC5429 series of documents. The third chapter discusses the covert actions carried out by the Eisenhower Administration in Indochina from 1953 to 1960 according to the covert action policy document. Firstly, it introduces the Indochina covert operation base set up by the United States in Thailand; secondly, it combs the covert operations carried out by the Eisenhower Administration in Indochina from 1953 to 1960. The fourth chapter is the Eisenhower Administration Indochina covert action evaluation. First of all, it is pointed out that the covert actions of the United States in the Indochina and the open foreign policy of the United States towards the Indochina complement and complement each other, and are one of the important means to realize the Cold War strategy of the United States. Secondly, it discusses the influence of Indochina covert action in Eisenhower government, and points out the essence of Indochina covert action in Eisenhower government, which is one of the means of American neocolonialism. The conclusion part summarizes the full text, abstracts the main point of view of the article, points out the deficiency of the article, and puts forward some suggestions for deepening the research of this topic in the future.
