【摘要】：美國(guó)阿巴拉契亞地區(qū)的貧困與當(dāng)?shù)赝恋丶暗V產(chǎn)所有權(quán)結(jié)構(gòu)有千絲萬(wàn)縷的聯(lián)系。文章追溯了外地業(yè)主攫取阿巴拉契亞地區(qū)土地及礦產(chǎn)資源的途徑及其控制該地區(qū)3/4土地及礦產(chǎn)所有權(quán)的狀況,著重分析了阿巴拉契亞土地及礦產(chǎn)所有權(quán)結(jié)構(gòu)對(duì)地區(qū)經(jīng)濟(jì)發(fā)展的抑制作用:煤炭財(cái)富外流,妨礙地區(qū)資本積累和居民消費(fèi);外地業(yè)主與阿巴拉契亞政客沆瀣一氣,壓低財(cái)產(chǎn)稅率,導(dǎo)致地方財(cái)政拮據(jù),妨礙教育和交通等公用事業(yè)發(fā)展,地區(qū)經(jīng)濟(jì)喪失活力。
[Abstract]:Poverty in Appalachia is inextricably linked to local land and mineral ownership. The paper traces the ways in which foreign owners seized land and mineral resources in Appalachia and the situation of controlling the ownership of land and minerals in the region by three quarters of four. Focusing on the analysis of the restraining effect of Appalachian land and mineral ownership structure on regional economic development: the outflow of coal wealth, which hinders regional capital accumulation and resident consumption, and the collusion between foreign owners and Appalachian politicians, Lower property tax rates, resulting in local financial constraints, hinder the development of public utilities such as education and transport, regional economic invigoration.
