【摘要】：盟國(guó)對(duì)德管制委員會(huì),是1945年5月至1948年3月期間執(zhí)掌德國(guó)主權(quán)的四國(guó)合作軍政府機(jī)構(gòu)。它將德國(guó)劃分為四大占領(lǐng)區(qū)(蘇占區(qū)、美占區(qū)、英占區(qū)與法占區(qū)),并以此實(shí)施“4D”計(jì)劃(非工業(yè)化、非軍事化、非納粹化與民主化),對(duì)德國(guó)進(jìn)行全盤(pán)削弱和改造。作為由四大反法西斯盟國(guó)共同構(gòu)建的國(guó)際性組織,盟國(guó)對(duì)德管制委員會(huì)在二戰(zhàn)至冷戰(zhàn)的過(guò)渡時(shí)段中扮演了獨(dú)特的角色：它既是四國(guó)長(zhǎng)期合作的象征,卻又充斥著各國(guó)間的分歧與猜忌；它身為盟國(guó)“全盤(pán)占領(lǐng)”政策的最終產(chǎn)物,然又時(shí)時(shí)受四大占領(lǐng)區(qū)之間的分裂爭(zhēng)端所攪擾。它既孕育了一個(gè)全新的德國(guó),也引發(fā)了德國(guó)、歐洲乃至全世界的分裂對(duì)峙。
[Abstract]:The Allied Commission for the Control of Germany, the cooperative military junta that ruled German sovereignty from May 1945 to March 1948, divided Germany into four occupied territories (Soviet occupation, United States occupation). The British and French territories, and the implementation of the "4D" plan (deindustrialization, demilitarization, demilitarization, non-Nazization and democratization), to completely weaken and transform Germany... as an international organization formed jointly by the four major anti-fascist allies, The Allied Council of Control of Germany played a unique role during the transition from World War II to the Cold War: it was both a symbol of long-term cooperation among the four countries, but full of differences and mistrust among nations; it was the culmination of an ally's policy of "total occupation". However, it is always disturbed by the separatist dispute between the four occupied territories. It has given birth to a new Germany, but also triggered a divisive confrontation between Germany, Europe and the whole world.
