【摘要】：明治維新以后日本逐漸走上資本主義道路,逐漸建立起強(qiáng)大的國(guó)防力量。日本國(guó)防政策的建立最終以達(dá)到廢除與西方列強(qiáng)簽訂的不平等條約和充實(shí)軍備為目的。1907—1936年的日本國(guó)防政策的出臺(tái)是結(jié)合日本所處的國(guó)際形勢(shì)和國(guó)內(nèi)外矛盾所決定的。這一時(shí)期國(guó)防政策先后進(jìn)行了三次修改和調(diào)整,主要包括政府與軍部、陸軍、海軍之間關(guān)于軍費(fèi)預(yù)算及擴(kuò)張方向、假想敵國(guó)的爭(zhēng)論等,日本國(guó)防政策的制定是建立在自身實(shí)力不斷提升和國(guó)際局勢(shì)不斷變化的基礎(chǔ)之上。日本政府和軍部就國(guó)防與擴(kuò)張之間開(kāi)展激烈討論乃至發(fā)生沖突實(shí)質(zhì)是如何進(jìn)行對(duì)外侵略和擴(kuò)張的爭(zhēng)論。通過(guò)梳理二戰(zhàn)前日本國(guó)防思潮的演變與影響,可以對(duì)日本國(guó)家主義和總體戰(zhàn)略思想的一致性及主導(dǎo)地位進(jìn)行探究,并就二戰(zhàn)前國(guó)防政策制定的影響和作用進(jìn)行分析。尤其從理論的視角對(duì)二戰(zhàn)前日本國(guó)防政策的制定過(guò)程及內(nèi)容的分析,進(jìn)一步結(jié)合《帝國(guó)國(guó)防方針》與陸海軍之間爭(zhēng)斗的關(guān)系來(lái)闡明《方針》出臺(tái)后產(chǎn)生的結(jié)果并剖析日本國(guó)防政策的修改特點(diǎn)和二戰(zhàn)前日本國(guó)防政策的影響以及西方列強(qiáng)的態(tài)度,以日本發(fā)動(dòng)第二次世界大戰(zhàn)為例,闡述日本國(guó)防政策對(duì)于亞洲及世界的影響。
[Abstract]:After the Meiji Restoration, Japan gradually embarked on the capitalist road. Gradually established a strong national defense forces. The establishment of Japan's national defense policy with the ultimate goal of abolishing the unequal treaties signed with Western powers and enriching armaments. The introduction of Japan's national defense policy in 1907-1936 was combined with Japan's position. Decided by the international situation and contradictions at home and abroad. During this period, the national defense policy was revised and adjusted three times in succession. Mainly including the argument between the government and the military departments, the army, the navy about the military budget and the expansion direction, the imaginary enemy country, and so on. Japan's national defense policy is based on its growing strength and changing international situation. The Japanese government and the military ministry have had heated discussions about national defense and expansion, and even how conflicts actually occur. By combing the evolution and influence of Japan's trend of thought in national defense before World War II, We can explore the consistency and dominant position of Japanese nationalism and overall strategic thinking. It also analyzes the influence and function of the national defense policy formulation before World War II, especially the analysis of the process and content of Japan's national defense policy formulation before World War II from the perspective of theory. Further combining the relationship between the "Imperial National Defense Policy" and the struggle between the army and the navy, to clarify the results produced after the "guidelines" came into being, and to analyze the characteristics of the revision of Japan's national defense policy, the influence of Japan's defense policy before World War II, and the attitude of the Western powers. Taking the second World War launched by Japan as an example, this paper expounds the influence of Japan's defense policy on Asia and the world.
