【摘要】：20世紀(jì)初,美國(guó)的"滿洲開發(fā)計(jì)劃"跨越了晚清和民國(guó)兩個(gè)中國(guó)社會(huì)轉(zhuǎn)型的重要?dú)v史關(guān)口,從醞釀、實(shí)施到最終破產(chǎn),幾經(jīng)波折,其實(shí)際執(zhí)行者美國(guó)遠(yuǎn)東司代理司長(zhǎng)、四國(guó)銀團(tuán)總代表司戴德在該計(jì)劃失敗后仍試圖鼓動(dòng)美國(guó)銀行家對(duì)中國(guó)東北投資。司戴德克拉克大學(xué)演講通過對(duì)中國(guó)借款過程的梳理,詳細(xì)剖析了該計(jì)劃的波折及成因,并重點(diǎn)闡述了美國(guó)"滿洲開發(fā)計(jì)劃"及其戰(zhàn)略價(jià)值,推行該計(jì)劃所需解決的關(guān)鍵問題以及該計(jì)劃與美國(guó)銀行家的機(jī)遇等問題,真實(shí)再現(xiàn)了他試圖鼓動(dòng)美國(guó)銀行家投資中國(guó)東北,重拾"滿洲開發(fā)計(jì)劃",力主發(fā)展美國(guó)對(duì)華貿(mào)易,強(qiáng)勢(shì)進(jìn)軍遠(yuǎn)東的愿望。
