【摘要】：本文依據(jù)FRUS最新的解密檔案,以金融和外交互動(dòng)為主線,論述尼克松政府1971-1973年的對(duì)外貨幣政策。通過揭示布雷頓森林體系的的內(nèi)在制度缺陷,和由此導(dǎo)致的國際收支的不平衡,美元危機(jī)的不斷出現(xiàn),從制度上闡明尼克松政府面臨危機(jī)的狀況和原因;尼克松政府上臺(tái)之后,就開始對(duì)現(xiàn)有的國際金融秩序進(jìn)行改革,“尼克松沖擊”之后,“史密森協(xié)議”的達(dá)成,暫時(shí)控制了國際市場的劇烈動(dòng)蕩,但是史密森協(xié)議并沒有解決固定匯率體系下的內(nèi)在缺陷,美國的國際收支狀況仍然沒有好轉(zhuǎn);隨著1972年英鎊危機(jī)和1973年初兩次的美元危機(jī)的出現(xiàn),尼克松政府開始對(duì)國際貨幣體系進(jìn)行改革,通過內(nèi)部的討論和與主要有關(guān)國家的磋商,尼克松政府最終完成了對(duì)國際貨幣制度的改革。最后,分析了尼克松政府國際貨幣政策的影響。
[Abstract]:Based on FRUS's latest declassified files, this paper focuses on the interaction between finance and diplomacy. This paper discusses the foreign monetary policy of the Nixon administration from 1971 to 1973. By revealing the inherent institutional defects of the Bretton Woods system and the resulting imbalance in the balance of payments, the US dollar crisis continued to emerge. From the system to clarify the Nixon administration faced with the crisis of the situation and reasons; After the Nixon administration came to power, it began to reform the existing international financial order. After the "Nixon shock", the "Smithsonian Agreement" was reached, which temporarily controlled the severe turbulence in the international market. However, the Smithsonian Agreement has not solved the inherent defects of the fixed exchange rate system, and the balance of payments of the United States has still not improved; With the advent of the sterling crisis in 1972 and the dollar crisis in early 1973, the Nixon administration began to reform the international monetary system through internal discussions and consultations with the major countries concerned. Finally, the Nixon administration finished the reform of the international monetary system and analyzed the influence of the Nixon administration's international monetary policy.
