【摘要】： 二戰(zhàn)以后,特別是20世紀(jì)六七十年代以來,隨著大量的非政府組織的迅速興起以及各種新社會運(yùn)動(dòng)的蓬勃發(fā)展,非政府組織在國際政治中的參與活動(dòng)迅速增多,并日益扮演著引人注目的角色。通訊革命和互聯(lián)網(wǎng)的應(yīng)用與普及為國際非政府組織參與國際事務(wù)提供了技術(shù)支持和工具,民族國家地位的相對下降則在實(shí)際上促進(jìn)了國際非政府組織的發(fā)展。 這些非政府組織在全世界范圍內(nèi)的迅速發(fā)展,也給國際社會帶來了一系列的影響。非政府組織作為有別于國家和政府間組織的第三種力量,有助于推動(dòng)國際關(guān)系和國際法律制度的民主化,但在其中也孕育著某些危險(xiǎn)的因素。一些國際非政府組織表面上不受政府支配和約束,實(shí)際上是政府機(jī)構(gòu)另一種形式的擴(kuò)展和延伸。從格魯吉亞到烏克蘭和吉爾吉斯斯坦,形形色色的顏色革命的表面形式是選舉奪權(quán),而其背后則都有國際非政府組織的參與。以美國為首的國際非政府組織在這些顏色革命中起著相當(dāng)重要的幕后操縱和推動(dòng)作用。 非政府組織在中亞國家社會政治發(fā)展進(jìn)程中發(fā)揮著重要作用。非政府組織的活動(dòng)已經(jīng)滲透各國社會經(jīng)濟(jì)和政治生活的許多方面。本文在簡單回顧中亞非政府組織發(fā)展歷史的基礎(chǔ)上,分析國際非政府組織在中亞的活動(dòng)和影響,各國對待非政府組織的態(tài)度和政策,及其形成這些政策的原因。并指出,面對國際非政府組織迅速發(fā)展這一國際政治現(xiàn)實(shí),中國應(yīng)在加強(qiáng)對國際非政府組織研究的同時(shí),以積極穩(wěn)妥的方式促成同國際非政府組織間的良性互動(dòng)。
[Abstract]:After the Second World War, especially since 60s and 70s twentieth Century, with the rapid development of a large number of non-governmental organizations and the rapid rise of new social movements, non-governmental organizations in international politics participation increased rapidly, and increasingly play a noticeable role. The application and popularization of the Internet and the communications revolution for NGOs to participate in international affairs provide technical support and tools, the relative decline of national status is in fact promoted the development of international non-governmental organizations.
The rapid development of non governmental organizations in the world, but also to the international community to bring a series of influence. Non governmental organizations as distinct from states and intergovernmental organizations of the third forces, help to promote international relations and the international legal system of democracy, but it also have some risk in the factors. Some international non-governmental organizations on the surface is not subject to government control and restraint, is actually extended another form of government agencies and extending from Georgia to Ukraine and Kyrgyzstan, the surface form of every hue color revolution is to seize power by election and behind it, there are international non-governmental organizations headed by the United States to participate. International NGOs from behind the scenes manipulate and force the color revolution.
Non governmental organizations play an important role in the social and political development in the process of Central Asian countries. The activities of non-governmental organizations have penetrated many aspects of the socio-economic and political life. Based on the brief review of the development of the history of Asian and African government organizations, analysis of international non governmental organizations in the activities and influence of the Central Asian countries, non-governmental organizations attitude and policy towards, and the reasons of these policies. And pointed out that, in the face of the rapid development of international non-governmental organizations of the international political reality, Chinese should strengthen the international non-governmental organizations at the same time, an active and steady way to contribute to international non-governmental organizations with the positive interaction between.
