蘭州市“鄉(xiāng)村學(xué)校少年宮”建設(shè)現(xiàn)狀問(wèn)題與對(duì)策研究

【摘要】:近年來(lái),,隨著我國(guó)改革開放后經(jīng)濟(jì)的快速增長(zhǎng)和社會(huì)的急劇轉(zhuǎn)型,我國(guó)基礎(chǔ)教育獲得長(zhǎng)足發(fā)展,社會(huì)基本需求發(fā)生了深刻變化。大力促進(jìn)教育公平,合理配置教育成為廣大人民群眾對(duì)基礎(chǔ)教育的迫切期望和對(duì)優(yōu)質(zhì)教育資源的深切需求,也成為黨和政府的重要教育國(guó)策。這不僅要求全方面、多層次地加快建立覆蓋全體社會(huì)成員的基本公共文化服務(wù)體系,而且要求盡快轉(zhuǎn)變思想,尋求發(fā)展基礎(chǔ)教育的創(chuàng)新型模式。同時(shí),隨著我國(guó)基礎(chǔ)教育發(fā)展的步伐,其過(guò)程中的區(qū)域差別、城鄉(xiāng)差別、群體差別等現(xiàn)象也越來(lái)越受到社會(huì)關(guān)注,作為西部欠發(fā)達(dá)城市,蘭州市基礎(chǔ)教育長(zhǎng)期受經(jīng)濟(jì)、文化、環(huán)境、招生制度等因素制約,教育資源配置不均衡、公共文化服務(wù)體系不健全現(xiàn)象依然存在,偏離了基礎(chǔ)教育均衡化發(fā)展和為農(nóng)村提供優(yōu)質(zhì)公共文化服務(wù)的目標(biāo)。 “鄉(xiāng)村學(xué)校少年宮”作為推進(jìn)未成年人思想道德建設(shè)和農(nóng)村公共文化服務(wù)的有效途徑和創(chuàng)新性載體,目的是要有效利用農(nóng)村中小學(xué),F(xiàn)有場(chǎng)地、設(shè)施和師資,在課余時(shí)間和節(jié)假日組織開展面向農(nóng)村未成年人的思想道德建設(shè)、文體活動(dòng)、科普活動(dòng)等普及性課外活動(dòng),豐富廣大未成年人的精神文化生活,大力促進(jìn)城鄉(xiāng)教育均衡化、一體化發(fā)展。因此,本書希望通過(guò)對(duì)蘭州市“鄉(xiāng)村學(xué)校少年宮”建設(shè)現(xiàn)狀研究,為實(shí)現(xiàn)基礎(chǔ)教育均衡發(fā)展找到一個(gè)適合的切入點(diǎn)和有效途徑,具有極其深遠(yuǎn)的意義。作者首先是對(duì)“鄉(xiāng)村學(xué)校少年宮”建設(shè)背景及基本職責(zé)進(jìn)行了理論分析,接著對(duì)蘭州市“鄉(xiāng)村學(xué)校少年宮”建設(shè)現(xiàn)狀進(jìn)行描述,在與其他地區(qū)“鄉(xiāng)村學(xué)校少年宮”建設(shè)發(fā)展對(duì)比、經(jīng)驗(yàn)借鑒的基礎(chǔ)上發(fā)現(xiàn)問(wèn)題,提出有效的對(duì)策建議;其次,本文在實(shí)地調(diào)研的基礎(chǔ)上對(duì)蘭州市“鄉(xiāng)村學(xué)校少年宮”發(fā)展?fàn)顩r進(jìn)行了實(shí)證分析,并從服務(wù)水平、覆蓋均衡度、運(yùn)行資金、管理水平等維度探討了造成其建設(shè)發(fā)展困境的原因;最后,本文從提升服務(wù)意識(shí)、拓寬融資渠道、規(guī)范管理制度、強(qiáng)化師資培訓(xùn)、加強(qiáng)文化建設(shè)等幾方面提出實(shí)現(xiàn)蘭州市“鄉(xiāng)村學(xué)校少年宮”科學(xué)健康發(fā)展的對(duì)策建議。
[Abstract]:In recent years, with the rapid growth of economy and the rapid transformation of society after the reform and opening up in China, the basic education of our country has made great progress, and the basic social needs have undergone profound changes. To promote education fairness and to allocate education rationally becomes the urgent expectation of the masses to basic education and the deep demand for high quality educational resources. It also becomes an important education policy of the Party and the government. This requires not only to speed up the establishment of a basic public cultural service system covering all members of society, but also to change ideas as soon as possible and to seek an innovative model for the development of basic education. At the same time, with the pace of the development of basic education in our country, the regional differences, the differences between urban and rural areas, the differences between groups and so on in the process of basic education are paid more and more attention by the society. As an underdeveloped city in the west, the basic education of Lanzhou has been receiving economy and culture for a long time. Factors such as environment, enrollment system, unbalanced allocation of educational resources and imperfect public cultural service system still exist, which deviate from the goal of balanced development of basic education and provision of high quality public cultural services for rural areas. As an effective way and innovative carrier to promote the ideological and moral construction of minors and public cultural services in rural areas, the "Children's Palace in Rural Schools" aims to make effective use of the existing sites, facilities and teachers in rural primary and secondary schools. To organize, in their spare time and holidays, ideological and moral construction, cultural and cultural activities, and popularization of science activities for rural minors, so as to enrich the spiritual and cultural life of the vast number of minors, and vigorously promote the equalization of education between urban and rural areas. Integration development. Therefore, this book hopes to find a suitable breakthrough point and effective way to realize the balanced development of basic education by studying the present situation of the construction of "Rural School and Children's Palace" in Lanzhou City, which has extremely far-reaching significance. First of all, the author makes a theoretical analysis of the background and basic duties of the construction of "Children's Palace in Rural Schools", and then describes the present situation of the construction of "Children's Palace in Rural Schools" in Lanzhou City. In contrast with the construction and development of "rural school children's palace" in other areas, the author finds out the problems on the basis of experience, and puts forward effective countermeasures and suggestions. Secondly, on the basis of field investigation, this paper makes an empirical analysis on the development of "Children's Palace of Rural Schools" in Lanzhou City, and analyzes the level of service, the balance of coverage, the operating funds. Management level and other dimensions to explore the causes of its construction and development difficulties; Finally, this paper puts forward countermeasures and suggestions to realize the scientific and healthy development of "Children's Palace in Rural Schools" in Lanzhou City from several aspects, such as raising service consciousness, widening financing channels, standardizing management system, strengthening teacher training, strengthening cultural construction, and so on.
