【摘要】：科學地評價公共文化服務政府支出績效,是制定公共文化服務相關(guān)政策、優(yōu)化公共文化支出結(jié)構(gòu)的必要依據(jù)。文章利用2001-2013年間中國31個省級政府的數(shù)據(jù)進行計量檢驗,重點考察公共文化服務的政府供給效率,進而分析當前提升各地區(qū)公共文化服務供給能力的關(guān)鍵著力點。研究表明:省級政府公共文化服務供給平均存在23%的效率損失;按照各省份的效率值,可分為高、中、低三類地區(qū),不同地區(qū)影響政府供給效率的因素不同;總體來說,政府規(guī)模越大效率越低,財政分權(quán)程度越高效率越高,文化事業(yè)費占財政支出比重越大效率越低,而經(jīng)濟發(fā)展水平對政府供給效率的影響非常微弱。基于此,在推動公共文化服務均等化的同時,各地區(qū)應根據(jù)自身情況,在壓縮政府規(guī)模、優(yōu)化財政支出結(jié)構(gòu)、深化財稅體制改革、提升政府執(zhí)行力等方面有所作為。但最根本的是,公共文化服務應該面向大多數(shù)社會公眾,保障大多數(shù)公眾的公共文化權(quán)利和需求。
[Abstract]:Scientific evaluation of the performance of public cultural service government expenditure is the necessary basis for making relevant policies and optimizing the structure of public cultural expenditure. Based on the data of 31 provincial governments in China from 2001 to 2013, this paper focuses on the efficiency of government supply of public cultural services, and then analyzes the key points to enhance the supply capacity of public cultural services in various regions. The results show that the average efficiency loss of the provincial government's public cultural service supply is 23%. According to the efficiency value of each province, it can be divided into three areas: high, middle and low, and different regions have different factors that affect the efficiency of government supply. The larger the government scale, the lower the efficiency, the higher the degree of fiscal decentralization, the lower the ratio of cultural expenses to fiscal expenditure, and the weaker the influence of the level of economic development on the efficiency of government supply. Based on this, while promoting the equalization of public cultural services, all regions should do something according to their own conditions in reducing the size of the government, optimizing the structure of fiscal expenditure, deepening the reform of the fiscal and taxation system, and enhancing the executive power of the government. But the most fundamental is that the public cultural services should be oriented to the majority of the public and ensure the public cultural rights and needs of the majority of the public.
