【摘要】：文化遺產的保護是近期備受民眾熱議的題材之一。伴同城鎮(zhèn)化步伐的加快,城區(qū)建設熱潮不斷高漲,城市日漸趨同,城市豐饒的文化資產受到嚴重破壞,城市特殊性遭受亙古未有的危境。城市文化最首要的構成面之一就是城市文化遺產,城市文化資產的維護對城市精髓的繼承至關重要,為了更好地傳承城市文化精華,城市文化資產保衛(wèi)的緊要性也將日漸突出。政府充當城市文化資產護衛(wèi)的主要實施者之一,飾演舉足輕重的腳色。論文應用行政學等有關理論,從政府職責視角探析當局在城區(qū)文化資產維護中具體職責界限。行文根據對我國城區(qū)文化財產保護現況的解析,而后處理完善現階段政府在城區(qū)文化財產修護中出現的困境,并分析判辨其產生原因。通過對國外組織部門在城鎮(zhèn)文化財產修繕中先進理念進行分析,從而得出我國政府完備城鎮(zhèn)歷史資產保護的對策。文章分為三部分對上文施行闡說:第一部分:本章主要對城市文化遺產保護中涉及的基本概念進行界定,在對相關理論基礎分析后,重點論述政府在城市文化遺產保護中的責任。第二部分:本章提出了我國城市文化遺產保護工作中政府責任履行的現狀并進一步分析存在問題的原因。第三部分:本章主要陳述國外城市機構在文化資產維護中博得的成功經驗,遂在此基礎上,思考我國政府應該從那些方面強化對城市文化資產維護的責任。
[Abstract]:The protection of cultural heritage is one of the most popular topics recently, accompanied by the acceleration of urbanization, the upsurge of urban construction, the increasing convergence of cities, the city's abundant cultural assets have been seriously damaged. One of the most important aspects of urban culture is urban cultural heritage, and the maintenance of urban cultural assets is of great importance to the inheritance of the essence of the city. In order to better inherit the essence of urban culture, the importance of the protection of urban cultural assets will become increasingly prominent. The government acts as one of the main implementers of the protection of urban cultural assets. Play an important role. The thesis applies the theory of administration and so on. From the perspective of government responsibility, this paper explores the specific limits of the authorities' responsibilities in the maintenance of urban cultural assets. The article is based on the analysis of the current situation of the protection of cultural property in urban areas of China. And then deal with the plight of the government in the repair of urban cultural property at this stage, and analyze the reasons. Through the analysis of the advanced ideas of foreign organizations in the repair of urban cultural property. The paper is divided into three parts: the first part: this chapter mainly defines the basic concepts involved in the protection of urban cultural heritage. After analyzing the relevant theoretical basis. Focus on the responsibility of the government in the protection of urban cultural heritage. Part two:. This chapter puts forward the status quo of government responsibility in the protection of urban cultural heritage in China and further analyzes the causes of the existing problems. Part three:. This chapter mainly describes the successful experience of foreign urban institutions in the maintenance of cultural assets. On the basis of this, our government should strengthen the responsibility for the maintenance of urban cultural assets from those aspects.
