【摘要】：香港回歸后,美國(guó)對(duì)香港民主輸出的政策日漸清晰,開(kāi)始積極介入并干預(yù)香港政治事務(wù)。香港在美國(guó)的"民主"發(fā)展規(guī)劃中主要發(fā)揮"民主前沿陣地"、自由市場(chǎng)經(jīng)濟(jì)體制對(duì)中國(guó)經(jīng)濟(jì)體制發(fā)展方向的引導(dǎo)、催化、轉(zhuǎn)化兩個(gè)作用。美國(guó)對(duì)港民主輸出政策呈現(xiàn)清晰化、系統(tǒng)化、參與主體多元化、政治化、法制化、公開(kāi)化、國(guó)際化等特點(diǎn)。我們應(yīng)在中美關(guān)系的戰(zhàn)略背景下正確認(rèn)識(shí)美國(guó)對(duì)港民主輸出問(wèn)題,認(rèn)真分析美國(guó)對(duì)港民主輸出政策的行為主體,制定針對(duì)性強(qiáng)的對(duì)美政策,進(jìn)一步完善與香港基本法實(shí)施相關(guān)的制度和機(jī)制。
[Abstract]:After Hong Kong's return to China, the United States' policy on Hong Kong's democratic exports became clearer, and the United States began to actively intervene and interfere in Hong Kong's political affairs. Hong Kong plays an important role in the development plan of "democracy" in the United States. The free market economic system plays two roles in guiding, catalyzing and transforming the development direction of China's economic system. The export policy of US democracy to Hong Kong is characterized by clarity, systematization, pluralism, politicization, legalization, openness and internationalization. Under the strategic background of Sino-US relations, we should correctly understand the issue of US democratic export to Hong Kong, seriously analyze the main actors of the US policy on democratic export to Hong Kong, and formulate a well-targeted policy towards the United States. We will further improve the systems and mechanisms related to the implementation of the basic Law in Hong Kong.
