【摘要】：在全球化時代,一些跨區(qū)域公共危機的復雜性和困難性遠超危機所在國(區(qū)域)的應對能力范疇,迫切需要國際社會通力合作。近些年,跨區(qū)域公共危機事件應對中的國際合作狀況表明,國際社會還遠未建立起危機應對合作的有效體制和機制�；趯Π２├C應對中的國際合作狀況的分析,疫情國政府危機應對能力有限,世衛(wèi)組織指導協(xié)調國際合作能力有限,國際援助力量的作用未得到充分發(fā)揮,危機應對初期沒有做好輿論宣傳工作等問題的存在,降低了危機應對效率,擴大了危機造成的損失。因此,應構建以危機所在國(區(qū)域)政府為主導、以國際(區(qū)域間)組織為領導、以各類國際援助組織為協(xié)助的危機應對合作伙伴關系網絡,提升各組織的危機應對能力,建立國際合作的有效制度規(guī)范,保障跨區(qū)域公共危機應對中國際合作的有效實施。其具體建議是:各國(區(qū)域)政府應重視危機防范,提升危機應對核心能力;提升國際(區(qū)域間)組織在危機應對中的溝通協(xié)調能力;將社會力量納入危機應對的完整體系。
[Abstract]:In the era of globalization, the complexity and difficulty of some cross regional public crises are far beyond the capacity category of the countries (regions) in which the crisis is located, and the international community is urgently needed to cooperate. In recent years, the international cooperation in the response to the cross regional public crisis events shows that the international community is far from establishing an effective system for the crisis response and cooperation. Based on the analysis of the situation of international cooperation in the response to the Ebola crisis, the ability of the government to respond to the crisis is limited, the ability of the World Health Organization to guide and coordinate international cooperation is limited, the role of the international aid force has not been fully played, and the problems such as public opinion propaganda have not been done well in the early stage of crisis response and the crisis response has been reduced. Efficiency has expanded the loss caused by the crisis. Therefore, we should construct a partnership network with the leadership of the country (regional) government, the International (interregional) organization as the leadership, and the various international aid organizations as the assistance of the partnership, enhance the crisis of the organizations, establish the effective institutional norms of international cooperation, and guarantee the cross region. The effective implementation of international cooperation in the response of the regional public crisis is that the governments of all countries (regions) should attach importance to crisis prevention, enhance the core competence of crisis response, enhance the communication and coordination ability of International (regional) organizations in crisis response, and integrate social forces into a complete system of crisis response.
