【摘要】：2014年中以來,美國推動在韓國部署"薩德"系統(tǒng),相關(guān)國家及學(xué)者對此立場與觀點明顯對立。"薩德"系統(tǒng)的關(guān)鍵是其帶有一部"AN/TPY-2"X波段遠程火控雷達,在韓國部署該系統(tǒng)將嚴重損害中國核威懾及常規(guī)威懾能力,而韓國已有的"綠松"雷達足以覆蓋朝鮮半島,"薩德"附帶雷達不能對韓美防范朝鮮導(dǎo)彈威脅提供新的幫助,"薩德"攔截導(dǎo)彈也不能保護包括首爾在內(nèi)的韓國北部地區(qū)。因此,美國在韓部署"薩德"系統(tǒng)并非針對朝鮮,而是明確的單獨針對中國的軍事舉措,其真實目的是借機整合美日韓東亞反導(dǎo)體系,抵消中國戰(zhàn)略威懾效果,強化對華介入作戰(zhàn)能力,這無助于東北亞的安全穩(wěn)定,也有損韓國安全利益。
[Abstract]:"since mid-2014, the United States has pushed for the deployment of the THAAD system in South Korea, and countries and scholars are clearly at odds with that view." The key to the THAAD system is that it has a "AN/TPY-2" X-band long-range fire control radar. The deployment of the system in South Korea will seriously damage China's nuclear and conventional deterrence capabilities. South Korea already has the "Green Song" radar enough to cover the Korean peninsula, the "THAAD" side radar can not provide new assistance to South Korea and the United States to guard against the North Korean missile threat, "THAAD" interceptor missiles can not protect the northern region of South Korea, including Seoul. Therefore, the deployment of the "THAAD" system in South Korea by the United States is not directed against North Korea, but is a clear military move against China alone. Its real purpose is to take the opportunity to integrate the anti-missile system in East Asia between the United States, Japan and South Korea, and to offset the effect of China's strategic deterrence. Strengthening engagement with China does not contribute to the security and stability of Northeast Asia, nor does it harm the security interests of South Korea.
