國際公共產(chǎn)品理論視角下的中歐太空合作

【摘要】：大量的經(jīng)濟(jì)學(xué)和政治學(xué)研究已經(jīng)證明了國際合作問題是一個提供產(chǎn)品——特別是公共產(chǎn)品和公共財(cái)政資源的問題。在國際政治經(jīng)濟(jì)學(xué)中,國際公共產(chǎn)品和全球公共產(chǎn)品已經(jīng)成為國際一體化和國際合作的支柱概念,國際合作問題被簡化為如何保證國際公共產(chǎn)品的供給問題。中國與歐洲關(guān)系良好,近半個世紀(jì)以來關(guān)系不斷改善,交流合作廣泛。在太空領(lǐng)域上,中國有雄厚的資金支持,歐洲則有先進(jìn)的科技和管理水平,但是在太空合作上仍存在一些問題。在這種情況下,如何加強(qiáng)合作,有效開發(fā)太空,實(shí)現(xiàn)太空安全成為重要議題。中歐雙方應(yīng)該反思在太空合作的歷史,并且積極展望未來,兩國都應(yīng)該為建立太空合作做出努力,建立互信機(jī)制、加強(qiáng)交流對話、合作成立國際組織,這對雙方打破遲緩不前的合作現(xiàn)狀,對促進(jìn)國際太空和平和創(chuàng)造良好的國際政治氛圍都具有重大意義。
[Abstract]:Extensive economic and political studies have proved that the issue of international cooperation is a question of providing products-especially public goods and public financial resources. In the international political economy, the international public goods and the global public goods have become the international integration and the international cooperation pillar concept, the international cooperation question is simplified as how to guarantee the international public goods supply problem. China and Europe have good relations, have improved their relations over the past half century, and have extensive exchanges and cooperation. In space, China has strong financial support, Europe has advanced technology and management, but there are still some problems in space cooperation. In this case, how to strengthen cooperation, effective development of space, space security has become an important issue. Both sides should reflect on the history of cooperation in space and actively look forward to the future. Both countries should make efforts to establish space cooperation, establish mechanisms of mutual trust, strengthen exchanges and dialogues, and cooperate in the establishment of international organizations. This is of great significance for both sides to break the status quo of slow cooperation, to promote international peace in space and to create a good international political atmosphere.
