【摘要】：選取南沙海域被越南非法侵占的29個島礁的法律地位、軍事基地潛力、水域通達性、島礁資源價值、陸地聯(lián)系緊密度與區(qū)域戰(zhàn)略潛力等主要因素構(gòu)建指標體系,采用主客觀綜合賦權(quán)的方法——層次分析法(AHP,Analytic Hierarchy Process)-變異系數(shù)法,定量評價越南侵占的我國南沙島礁戰(zhàn)略價值。研究結(jié)果表明:(1)越占島礁價值最高的為南子島,其次是南威島,目前越南對其開發(fā)程度均較高;(2)戰(zhàn)略價值較高的鴻庥島、景宏島等島礁離我國控制的部分南沙島礁距離較近,對我國戰(zhàn)略防御構(gòu)成威脅。另外西礁戰(zhàn)略價值較高,已成為南沙旅游開發(fā)景點之一;(3)戰(zhàn)略價值較低的金盾暗沙、奧南暗沙等目前受自身開發(fā)條件限制較大,但蘊藏著極大的油氣潛力。以上越占島礁戰(zhàn)略價值分析結(jié)果,將為維護我國固有領(lǐng)土完整,為解決中越南沙爭端提供支持。
[Abstract]:Selecting the legal status of 29 islands and reefs illegally occupied by Vietnam, the potential of military bases, the accessibility of waters, the resource value of islands and reefs, the tightness of land connection and the regional strategic potential, etc. The method of subjective and objective comprehensive empowerment, Analytic hierarchy process (AHP) and coefficient of variation (CV), was used to evaluate quantitatively the strategic value of Vietnamese occupation of Nansha Islands and reefs in China. The results show that: (1) Nanzi Island is the most valuable island in Vietnam, followed by Nanwei Island, which is developed to a higher degree in Vietnam; (2) Hongxiu Island and Jinghong Island, which are of high strategic value, are close to some of the Nansha Islands and reefs controlled by China. It poses a threat to our country's strategic defense. In addition, the strategic value of the West Reef is high and has become one of the scenic spots in Nansha tourism development; (3) the low strategic value of the golden shield dark sand and the Ornan dark sand are limited by their own development conditions at present, but there is a great potential for oil and gas. The analysis of the strategic value of Vietnamese islands and reefs will support the maintenance of China's inherent territorial integrity and the settlement of the Sino-Vietnamese sand dispute.
