【摘要】：“旋轉(zhuǎn)門”作為一個(gè)政治比喻，形象的體現(xiàn)了政府公營(yíng)部門與社會(huì)私營(yíng)部門之間的人員跳動(dòng)現(xiàn)象。在美國(guó)，，“旋轉(zhuǎn)門”的高速轉(zhuǎn)動(dòng)不僅深刻的影響著國(guó)內(nèi)政策制定格局，也對(duì)外交政策領(lǐng)域發(fā)揮著積極和消極作用。 與外交相關(guān)的“旋轉(zhuǎn)門”最為頻繁的轉(zhuǎn)動(dòng)于政府部門與商業(yè)公司、思想庫(kù)之間。這些來自民間的精英們占據(jù)了國(guó)務(wù)院、國(guó)安會(huì)中大量的外交高級(jí)崗位，同時(shí)也有一大批相關(guān)職位的政府人員離職后進(jìn)入了公司與思想庫(kù)。 美國(guó)特有的政治文化、政治體制和法律規(guī)范對(duì)“旋轉(zhuǎn)門”的興起和蓬勃壯大起到了積極的推動(dòng)作用。在追求參與、自由、和良好政府治理的文化之下，借助法律規(guī)范下對(duì)“旋轉(zhuǎn)門”的許可，通過追求開放和專業(yè)的體制設(shè)置，一批批外交精英人才順利實(shí)現(xiàn)著公職身份與私營(yíng)身份之間的轉(zhuǎn)變。 頻繁的“旋轉(zhuǎn)門”對(duì)美國(guó)外交最為直接的影響在于提供了一大批富有實(shí)戰(zhàn)經(jīng)驗(yàn)和理論經(jīng)驗(yàn)的外交專家和行業(yè)領(lǐng)袖，促進(jìn)了人力資源的流動(dòng)；其次，通過“旋轉(zhuǎn)門”所構(gòu)建的人際關(guān)系網(wǎng)絡(luò)，促進(jìn)了政府與私營(yíng)部門之間的互動(dòng)；再次，依托著這張人脈網(wǎng)絡(luò)，商業(yè)公司和思想庫(kù)能夠進(jìn)一步影響政府決策認(rèn)知；最后，“旋轉(zhuǎn)門”的轉(zhuǎn)動(dòng)提升了外交決策效率和深化了外交行動(dòng)執(zhí)行成果。另一方面，累積的“旋轉(zhuǎn)門”效應(yīng)造成了大型企業(yè)和思想庫(kù)對(duì)政府認(rèn)知的話語(yǔ)權(quán)壟斷，以及為權(quán)力腐敗提供了便利條件。這是“旋轉(zhuǎn)門”所帶來的負(fù)面影響。 然而從總體上看，“旋轉(zhuǎn)門”的積極意義遠(yuǎn)勝于其消極意義。它順應(yīng)了美國(guó)社會(huì)和政治對(duì)于外交決策和執(zhí)行的需求，同時(shí)其消極影響也受到了來自愛國(guó)主義情懷的限制。從這幾十年的發(fā)展上看，“旋轉(zhuǎn)門”旺盛的生命力是其積極效果的最好例證。
[Abstract]:As a political metaphor, the "revolving door" reflects the phenomenon of people's beating between the public sector and the private sector of the society. In the United States, the high-speed rotation of the "revolving door" not only profoundly affects the pattern of domestic policy formulation, but also plays a positive and negative role in the field of foreign policy.
The "revolving door" related to diplomacy is the most frequent rotation between the government and business companies and the thought base. These folk elites have occupied the State Council, a large number of senior diplomatic posts in the National Security Council, and a large number of relevant government officials have left the company and the thought base after their departure.
The unique political culture, political system and legal norms of the United States have played an active role in promoting the rise and flourishing of the "revolving door". Under the culture of the pursuit of participation, freedom, and good government governance, with the help of legal norms to the "revolving door", through the pursuit of open and professional institutions, a batch of diplomatic essence. British talent has successfully transformed the relationship between public status and private identity.
The most direct impact of the frequent "revolving door" on American diplomacy is that it provides a large number of diplomatic experts and industry leaders rich in practical experience and theoretical experience to promote the flow of human resources; secondly, the interaction between the government and the private sector is promoted through the network of human relations constructed by the "revolving door"; again, With this network of people, business companies and thought banks can further influence government decision-making cognition; finally, the rotation of "revolving door" improves the efficiency of diplomatic decision-making and deepens the achievement of diplomatic action. On the other hand, the cumulative "revolving door" effect has caused the monopoly of the discourse power of the large enterprises and the thought base to the government. It also provides convenience for power corruption. This is the negative impact of "revolving door".
However, in general, the positive significance of the "revolving door" is far better than its negative meaning. It conforms to the demands of American society and politics for diplomatic decision-making and enforcement, and its negative influence is also restricted by patriotism. The best example.
