【摘要】：正編者按20世紀(jì)的最后10年發(fā)生了多次嚴(yán)重的人道主義危機(jī),國際社會(huì)在應(yīng)對(duì)方面顯得力不從心。對(duì)此,國際社會(huì)進(jìn)行了深刻反思。2001年,"干預(yù)與國家主權(quán)國際委員會(huì)"提出了"保護(hù)的責(zé)任"概念。這一概念發(fā)展至今,有幾個(gè)方面的情況值得密切關(guān)注。其一,這一概念的發(fā)展速度是驚人的。此概念一經(jīng)提出,就受到國際社會(huì)的普遍關(guān)注,不僅被聯(lián)合國秘書長高度重視,而且迅速在國際社會(huì)形成了一定的共識(shí)并被寫入了2005年世界首腦會(huì)議成果,2011年3月,多國部隊(duì)對(duì)利比亞的軍事行動(dòng)被
[Abstract]:The last decade of the 20th century was marked by serious humanitarian crises, and the international community seemed unable to cope. In 2001, the International Commission on intervention and State sovereignty put forward the concept of "responsibility to protect". The development of this concept so far, there are several aspects of the situation is worthy of close attention. For one thing, the speed at which the concept is growing is astonishing. As soon as this concept was put forward, it attracted the general attention of the international community, which not only attached great importance to it by the Secretary-General of the United Nations, but also rapidly formed a consensus in the international community and was written into the 2005 World Summit outcome, in March 2011, Military operations by the multinational force against Libya
