【摘要】：當(dāng)前中俄關(guān)系處在歷史上的最好時(shí)期,并成為新型大國(guó)關(guān)系的典范。相互尊重和平等是中俄戰(zhàn)略協(xié)作伙伴關(guān)系最重要的前提。隨著形勢(shì)的變化,中俄關(guān)系將會(huì)在現(xiàn)有的基礎(chǔ)上,迎來(lái)大發(fā)展的新時(shí)期。影響中俄關(guān)系的主要外部因素是美國(guó)。中俄與美國(guó)之間存在結(jié)構(gòu)性的矛盾和利益沖突,但是現(xiàn)在的中關(guān)俄"三角關(guān)系"與歷史上的中美蘇"三角關(guān)系"有質(zhì)的不同。在政治和安全領(lǐng)域,中俄關(guān)系的水平大大超過(guò)中美關(guān)系;在經(jīng)濟(jì)和社會(huì)方面,中美關(guān)系的發(fā)展水平大大超過(guò)中俄關(guān)系。推動(dòng)中俄關(guān)系發(fā)展的主體主要是政府;推動(dòng)中美關(guān)系發(fā)展的主體主要是民間和市場(chǎng)。美國(guó)企圖同時(shí)對(duì)付中俄兩個(gè)大國(guó),是注定要失敗的。中俄各自的戰(zhàn)略處境不管發(fā)生什么樣的變化,都必須堅(jiān)守戰(zhàn)略協(xié)作伙伴關(guān)系的基本原則,否則兩國(guó)關(guān)系的基礎(chǔ)就會(huì)遭到破壞。良好的中美關(guān)系對(duì)中國(guó)極為重要。中美應(yīng)該避免走歷史上大國(guó)沖突的老路,堅(jiān)定不移地致力于建立相互尊重、合作共贏的新型大國(guó)關(guān)系。在復(fù)雜多變的多極化時(shí)代,"進(jìn)取性的均衡外交"應(yīng)該是中國(guó)明智的選擇。
[Abstract]:At present, Sino-Russian relations are in the best period in history, and become the model of new-type great-power relations. Mutual respect and equality are the most important premise of the strategic partnership of cooperation between China and Russia. As the situation changes, Sino-Russian relations will usher in a new period of great development on the existing basis. The main external factor affecting Sino-Russian relations is the United States. There are structural contradictions and conflicts of interest between China and Russia and the United States, but the present "triangular relationship" between China and Russia is qualitatively different from the "triangular relationship" between China, the United States and the Soviet Union in history. In the political and security fields, the level of Sino-Russian relations is much higher than that of Sino-US relations; in economic and social terms, the level of development of Sino-US relations is much higher than that of Sino-Russian relations. The main body to promote the development of Sino-Russian relations is the government, and the main body to promote the development of Sino-American relations is mainly the folk and the market. The US's attempt to deal with China and Russia at the same time is doomed to failure. No matter what changes take place in the strategic situation of China and Russia, they must adhere to the basic principles of the strategic cooperative partnership, or the foundation of bilateral relations will be undermined. Good relations between China and the United States are of great importance to China. China and the United States should avoid following the old path of great power conflict in history and unswervingly commit themselves to establishing a new type of great power relationship that respects each other and cooperates with one another. In the complex and changeable era of multi-polarization, "aggressive balanced diplomacy" should be a wise choice for China.
