【摘要】：南海海域不僅油、氣、漁資源十分豐富，同時(shí)還是中國(guó)海上石油與貿(mào)易的生命線。進(jìn)入新世紀(jì)以來，各國(guó)圍繞南海的爭(zhēng)奪愈演愈烈。2012年的黃巖島事件，使得菲律賓一躍為國(guó)民關(guān)注的焦點(diǎn)。作為美國(guó)的傳統(tǒng)盟友，菲律賓的南海政策無疑受到美國(guó)的巨大影響。 在此背景下，本文試圖對(duì)南海爭(zhēng)端下美國(guó)對(duì)菲律賓政策進(jìn)行深入剖析。首先，本文第一章在結(jié)合前人研究的基礎(chǔ)上就美國(guó)對(duì)菲律賓政策的歷史演變進(jìn)行綜述。其次，在第二章和第三章分別就美國(guó)對(duì)菲政策的目標(biāo)和走勢(shì)進(jìn)行研判，并在結(jié)語部分嘗試提出了中國(guó)的應(yīng)對(duì)之策。綜合分析美國(guó)對(duì)中菲南海沖突長(zhǎng)期政策，我們可以發(fā)現(xiàn)，無論是保持“中立”，還是選擇支持菲律賓，美國(guó)都在新時(shí)期、新形勢(shì)下緊緊地抓住了戰(zhàn)略機(jī)遇，，成功地找到了回歸東南亞的落腳點(diǎn)。為了深化其東南亞戰(zhàn)略以及亞太戰(zhàn)略，美國(guó)仍會(huì)在南海問題上大做文章，而菲律賓在可預(yù)見的未來將成為影響南海問題走向的一個(gè)重要因素。 在南海問題涉及中國(guó)主權(quán)領(lǐng)土完整，并對(duì)中國(guó)的海洋安全構(gòu)成了嚴(yán)重威脅與挑戰(zhàn)的情況下，研究美國(guó)對(duì)菲律賓政策不僅對(duì)中菲兩國(guó)具有重要的影響，對(duì)地區(qū)安全與穩(wěn)定也有至關(guān)重要的意義。
[Abstract]:The South China Sea is not only rich in oil, gas and fishing resources, but also the lifeline of China's offshore oil and trade. Competition over the South China Sea has intensified since the beginning of the new century. The 2012 incident in Huangyan Island has brought the Philippines to the forefront of national attention. As a traditional ally of the United States, the Philippines' policy in the South China Sea is undoubtedly greatly influenced by the United States. In this context, this paper attempts to analyze the US policy towards the Philippines under the South China Sea dispute. First of all, the first chapter summarizes the historical evolution of American policy towards the Philippines on the basis of previous studies. Secondly, in the second and third chapters, respectively, the goal and trend of American policy towards the Philippines are studied, and in the conclusion part, the author tries to put forward the countermeasures of China. Through a comprehensive analysis of the long-term policy of the United States towards the South China Sea conflict between China and the Philippines, we can find that whether it is to maintain "neutrality" or to choose to support the Philippines, the United States is firmly seizing the strategic opportunity in the new era and in the new situation. Successfully found the foothold of the return to Southeast Asia. In order to deepen its strategy for Southeast Asia and the Asia-Pacific region, the United States will continue to make a big fuss on the South China Sea issue, and the Philippines will be an important factor influencing the direction of the South China Sea issue in the foreseeable future. Under the situation that the South China Sea issue involves China's sovereign territorial integrity and poses a serious threat and challenge to China's maritime security, studying the US policy towards the Philippines will not only have an important impact on China and the Philippines, It is also of vital importance to regional security and stability.
