【摘要】：在中國高鐵"走出去"的過程中,中國企業(yè)與對象國發(fā)生經(jīng)貿(mào)摩擦的情況并不少見,甚至存在"經(jīng)貿(mào)問題政治化"的現(xiàn)象。文章以印尼雅萬高鐵項(xiàng)目為例,探討"一帶一路"背景下雅萬高鐵項(xiàng)目"政治化"問題的表現(xiàn),包括項(xiàng)目的目的、性質(zhì)和建設(shè)。文章認(rèn)為,雅萬高鐵項(xiàng)目的 "政治化"甚至"國際化"問題,是印尼經(jīng)濟(jì)發(fā)展疲軟背景下國內(nèi)政治斗爭的結(jié)果,而非中印尼兩國國家利益與戰(zhàn)略沖突所致。因此,在"國家—市場—社會"的分析框架下,中印尼兩國的經(jīng)濟(jì)發(fā)展、社會和諧與政治穩(wěn)定,將成為深化中印尼兩國雙邊關(guān)系的基礎(chǔ)。雖然"政治化"問題的主要根源在印尼國內(nèi),但經(jīng)貿(mào)摩擦的"去政治化"和有效解決,將有利于中國高鐵順利地"走出去"。因而中方應(yīng)采取措施以緩解中國海外高鐵"政治化"的上升。
[Abstract]:In the process of "going out" of high-speed railway in China, it is not uncommon for Chinese enterprises to have economic and trade frictions with their target countries, and there is even a phenomenon of "politicization of economic and trade issues". Taking Indonesia Yawan high-speed railway project as an example, this paper discusses the manifestation of "politicization" of Yawan high-speed rail project under the background of "Belt and Road", including the purpose, nature and construction of the project. The article holds that the "politicization" or even "internationalization" of the Yawan high-speed rail project is the result of domestic political struggle against the background of weak economic development in Indonesia, rather than the conflict between the national interests of China and Indonesia and the strategic conflict. Therefore, the economic development, social harmony and political stability of China and Indonesia will be the basis for deepening bilateral relations between China and Indonesia under the analytical framework of "state-market society". Although the main source of the "politicization" issue lies in Indonesia, the "depoliticization" and effective resolution of economic and trade frictions will be conducive to the smooth "going out" of China's high-speed railway. So China should take steps to ease the rise of politicization of China's overseas high-speed trains.
