【摘要】：21世紀以來,我國的大型活動數(shù)量和規(guī)模急劇增長,目前已經位居世界前列。然而,受國內外安全形勢的影響,國內恐怖活動頻繁,大型活動面臨恐怖襲擊風險。大型活動恐怖襲擊風險具有不穩(wěn)定性、可評價性、多樣性、可治理性等特點,且具有一定的識別性。運用領結圖模型對恐怖襲擊的產生機理和風險因素進行解析,可以發(fā)現(xiàn)大型活動恐怖襲擊風險源于恐怖活動的猖獗和安全管理的漏洞,治理大型活動恐怖襲擊風險的有效路徑在于源頭治理、系統(tǒng)治理和依法治理。
[Abstract]:Since the 21 st century, the number and scale of large-scale activities in China have increased rapidly. However, under the influence of domestic and foreign security situation, domestic terrorist activities are frequent, and large-scale activities face the risk of terrorist attacks. The risk of large-scale terrorist attack is unstable, evaluable, diverse and treatable. By analyzing the mechanism and risk factors of terrorist attack, we can find that the risk of terrorist attack in large scale activities originates from the rampant terrorist activities and the loopholes of security management. The effective way to manage the risk of terrorist attack lies in source, system and law.
