【摘要】：中美太空合作正在出現(xiàn)新動(dòng)向。1979年以來(lái),中美太空合作經(jīng)歷了三個(gè)階段:第一階段是1979-1999年,主要合作領(lǐng)域在商業(yè)衛(wèi)星發(fā)射;第二個(gè)階段是2000-2011年,主要合作領(lǐng)域在民用航天;第三個(gè)階段是2012年以后,中美太空對(duì)話和交流呈現(xiàn)出民用航天主管部門(mén)對(duì)話與太空安全對(duì)話同時(shí)進(jìn)行的特點(diǎn)。雖然由于美國(guó)政府換屆,共和黨人在白宮獲得執(zhí)政地位,可能給過(guò)去一段時(shí)間內(nèi)逐漸回暖的中美太空對(duì)話與合作再次蒙上陰影,但是值得注意的是,這一階段的中美太空合作已經(jīng)表現(xiàn)出與以往不同的特征。中美太空合作多聚焦于具體技術(shù)和項(xiàng)目,這使得美國(guó)在以往的太空交往和合作中往往處于比較有利的地位。然而,21世紀(jì)以來(lái),隨著中國(guó)航天事業(yè)穩(wěn)定而迅速的發(fā)展,中美在太空領(lǐng)域不平衡的局面正在逐漸改變。中國(guó)在涉及太空的眾多關(guān)鍵領(lǐng)域已經(jīng)構(gòu)建起自己的體系,這大大增強(qiáng)了中國(guó)在中美太空合作中的主動(dòng)性。對(duì)于未來(lái)的中美太空合作,中國(guó)已經(jīng)超越了單純的項(xiàng)目合作或技術(shù)合作的視角,可能在更具戰(zhàn)略意義的層面上推動(dòng)美國(guó)更具建設(shè)性地參與全球太空治理,共同為維護(hù)太空和平與安全承擔(dān)起大國(guó)應(yīng)該承擔(dān)的責(zé)任。
[Abstract]:Since 1979, the space cooperation between China and the United States has undergone three stages: the first stage is 1979-1999, the main field of cooperation is commercial satellite launch, the second stage is 2000-2011, the main field of cooperation is civil space;The third stage is that after 2012, the space dialogue and exchange between China and the United States show the characteristics of the dialogue between civil space authorities and the space security dialogue.Although the fact that Republicans gained power in the White House as a result of the US administration change may have cast a shadow over the China-US space dialogue and cooperation which has been gradually warming over the past period of time, it is worth noting thatThis phase of Sino-American space cooperation has shown a different feature from the past.Sino-u. S. Space cooperation focuses on specific technologies and projects, which makes the u. S. Always in a favorable position in space exchanges and cooperation in the past.However, since the 21st century, with the steady and rapid development of China's space industry, the imbalance between China and the United States in the space field is gradually changing.China has built its own system in a number of key space-related areas, greatly enhancing its initiative in space cooperation with the United States.For the future Sino-US space cooperation, China has gone beyond the perspective of pure project cooperation or technical cooperation, and may push the United States to participate more constructively in global space governance at a more strategic level.Jointly to maintain peace and security in space to assume the responsibility of the great powers.
