【摘要】：美國是世界上最大的發(fā)達國家，中國是世界上最大的發(fā)展中國家，作為舉足輕重的大國，兩國關(guān)系成為當今世界最重要的雙邊關(guān)系之一。兩國在政治、經(jīng)濟、軍事、文化、科技、信息、衛(wèi)生等諸多領(lǐng)域進行交流與合作。但是在交流與合作中，中美關(guān)系不可避免的會面臨各種危機的考驗，在面對兩個大國間發(fā)生政治軍事危機時，危機管理就變得異常重要。美國前國防部長麥克納馬拉曾說過：“今后戰(zhàn)略可能不復(fù)存在，取而代之的將是危機管理”，從這句話中我們能充分的認識到危機管理的重要現(xiàn)實意義。中美間發(fā)生的四起典型政治軍事危機——“六四”風(fēng)波、1995-1996年臺海危機、炸館危機、撞機事件也足以引發(fā)兩國對危機管理的重視和思考。對四起危機的危機管理目標、手段、過程分析，不僅為危機管理研究提供了借鑒經(jīng)驗，而且也有助于提高我國對危機的認識和管理能力。 本文第一部分從危機入手，清楚地界定了政治軍事危機，并對危機管理的內(nèi)涵、目標及其實現(xiàn)進行了詳盡的解釋分析，使讀者從中認識到在面對不同的政治軍事危機情勢時要想實現(xiàn)成功的危機管理，必須要適時調(diào)整強制與和解的使用強度，，才能靈活應(yīng)對各種復(fù)雜的局面。 本文第二部分詳細的分析了中美間發(fā)生的四起典型政治軍事危機的表現(xiàn)、原因及危機管理狀況，并以此為基礎(chǔ)總結(jié)出中美間危機管理存在的問題。問題主要表現(xiàn)在：中美在危機管理過程中，通常呈現(xiàn)“美強中弱”的陣勢；缺乏完善的危機預(yù)警和預(yù)控機制；缺乏相互了解和信任；缺乏有效的對話和溝通機制；在應(yīng)對危機中由于缺乏專門的危機管理機構(gòu)，致使危機處理緩慢，延緩雙方關(guān)系的和解進程等等。 本文第三部分主要針對中美間危機管理存在的問題提出了相應(yīng)的對策途徑，如：固守底線目標，爭取較高目標；建立完善有效的危機預(yù)警和預(yù)控機制；加強中美軍事熱線的使用，增進了解和信任；建立完善有效的危機管理互動機制等等。 本文第四部分對我國危機管理進行了整體思考，得出了我國目前正處于改革開放和全面建設(shè)小康社會的關(guān)鍵時刻，正處于社會轉(zhuǎn)型敏感期，面臨各種危機挑戰(zhàn)，有效的進行危機管理為我國營造良好的建設(shè)發(fā)展環(huán)境至關(guān)重要這一結(jié)論。 中美關(guān)系是世界上最重要的雙邊關(guān)系之一，建交33年來雖危機頻仍，但雙方致力于建立伙伴關(guān)系的大局始終沒有改變，雙方在不斷調(diào)整中穩(wěn)步發(fā)展。目前中美之間主要面臨著美國對臺軍售、會見達賴和貿(mào)易摩擦三大危機挑戰(zhàn)，面對涉及政治軍事、宗教以及經(jīng)濟不同方面的危機，我們更要加緊危機管理理論建設(shè)，建立完善的危機管理機制，加強中美間各個方面的危機管理。我們真誠希望美國能夠嚴格按照中美三個聯(lián)合公報的原則來處理中美關(guān)系，摒除霸權(quán)心態(tài)，舍棄冷戰(zhàn)思維，增進互信，避免猜疑，妥善處理敏感問題。我們也會以實際行動證明中國堅定不移地走和平發(fā)展道路，永遠不稱霸。相信21世紀的中美兩國會建立一個積極穩(wěn)定的、全面合作的、相互信任的關(guān)系。
[Abstract]:The United States is the world ' s largest developed country , and China is one of the world ' s largest developing countries , which is one of the most important bilateral relations in the world .
The first part of this article starts with the crisis , clearly defines the political and military crisis , and makes a detailed explanation and analysis on the connotation , goal and realization of crisis management .
The second part of this paper analyzes the manifestations , causes and crisis management of the four typical political and military crises that have taken place between China and the United States , and sums up the problems existing in Sino - US crisis management .
Lack of sound crisis warning and pre - control mechanism ;
Lack of mutual understanding and trust ;
Lack of effective dialogue and communication mechanisms ;
In dealing with the crisis , due to the lack of specialized crisis management institutions , the crisis management is slow and the reconciliation process of the relations between the parties is delayed .
The third part of this paper mainly aims at the problems existing in the crisis management between China and the United States , and puts forward some corresponding countermeasures , such as the goal of sticking to the bottom line and striving for the higher goal ;
Establish and perfect effective crisis early warning and pre - control mechanism ;
To strengthen the use of the Sino - American military hotline and to promote understanding and trust ;
Establish and perfect effective crisis management interaction mechanism and so on .
The fourth part of this paper makes a whole reflection on the crisis management in China , and draws a conclusion that our country is in the key moment of reform and opening up and building a well - off society in a comprehensive way . It is in the sensitive period of social transformation . It is confronted with various crisis challenges . The effective crisis management is very important for our country to build a good development environment .
China - US relations are one of the most important bilateral relations in the world . Although the crisis is still not changing over the past 33 years , the two sides are committed to building a partnership . In the face of the crisis of political , military , religious and economic crises , we sincerely hope that the United States can strictly follow the principles of the three Sino - US joint communiques to deal with crisis management .
