【摘要】：巴勒斯坦建國(guó)主張的興起與猶太復(fù)國(guó)主義運(yùn)動(dòng)息息相關(guān)。巴勒斯坦人與阿拉伯國(guó)家抵制聯(lián)合國(guó)巴勒斯坦分治決議及1948年巴勒斯坦戰(zhàn)爭(zhēng)的失敗,使巴勒斯坦人失去了建國(guó)的歷史機(jī)遇。雖然巴解組織接受了"兩國(guó)方案",但1988年11月宣布建立的巴勒斯坦國(guó)只是法理上的國(guó)家。奧斯陸進(jìn)程開(kāi)啟后,巴勒斯坦走上通過(guò)巴以和平進(jìn)程建國(guó)的道路,巴勒斯坦民族權(quán)力機(jī)構(gòu)的建立,標(biāo)志著巴勒斯坦國(guó)初具雛形。巴勒斯坦建立獨(dú)立國(guó)家面臨的困境是:巴勒斯坦人寄希望于通過(guò)中東和平進(jìn)程建國(guó),但中東和平進(jìn)程本身卻已名存實(shí)亡。這一困境形成的因素有三:以色列的強(qiáng)硬不妥協(xié)政策,巴勒斯坦民族運(yùn)動(dòng)軟弱乏力,以及國(guó)際和地區(qū)局勢(shì)變化使巴勒斯坦問(wèn)題日益邊緣化。從根本上講,巴勒斯坦的建國(guó)困境反映了巴勒斯坦民族主義與猶太復(fù)國(guó)主義兩種民族主義的沖突。從長(zhǎng)遠(yuǎn)來(lái)講,巴勒斯坦國(guó)的建立取決于中東和平進(jìn)程的進(jìn)展,而得到國(guó)際社會(huì)普遍支持的兩國(guó)方案依然是目前合理的解決方案。
[Abstract]:The rise of Palestinian statehood is closely related to the Zionist movement.Palestinian and Arab resistance to the United Nations partition of Palestine and the failure of the 1948 Palestinian War made the Palestinians lose the historic opportunity for statehood.Although the PLO accepted the two-State solution, the Palestinian State declared in November 1988 was only a de jure State.After the opening of the Oslo process, Palestine embarked on the road of establishing a state through the Palestinian-Israeli peace process, and the establishment of the Palestinian National Authority marked the beginning of the beginning of the Palestinian state.The dilemma for the establishment of an independent Palestinian state is that the Palestinians hope to establish a state through the Middle East peace process, but the Middle East peace process itself is dead.There are three factors contributing to this dilemma: Israel's tough and intransigent policy, the weakness of the Palestinian national movement, and the increasing marginalization of the Palestinian issue due to changes in the international and regional situation.Fundamentally, the dilemma of Palestinian statehood reflects the conflict between Palestinian nationalism and Zionism.In the long run, the establishment of a Palestinian State depends on progress in the Middle East peace process, and the two-State solution, which enjoys the general support of the international community, remains the reasonable solution for the time being.
