【摘要】：臺(tái)灣游說集團(tuán)是美國重要的院外利益集團(tuán),曾經(jīng)長(zhǎng)期影響美國政府的對(duì)華決策。冷戰(zhàn)后,臺(tái)灣游說集團(tuán)經(jīng)歷了一個(gè)分化重組的過程,呈現(xiàn)出臺(tái)北經(jīng)濟(jì)文化代表處和臺(tái)灣人公共事務(wù)協(xié)會(huì)分庭抗禮的局面。兩者由于在政治訴求上存在著差異,自誕生之日起就存在著競(jìng)爭(zhēng)關(guān)系。此外,兩者推出的議案在國會(huì)審議的過程中還要受到中美關(guān)系、國會(huì)、行政部門,以及各種危機(jī)等因素的制約。這兩大組織有時(shí)候也攜手合作,通過影響國會(huì)內(nèi)部輿論,在國會(huì)內(nèi)部編織人脈網(wǎng)絡(luò),吸納具有類似觀點(diǎn)的利益集團(tuán)加入等手段盡可能地規(guī)避不利因素,將自身利益最大化。
[Abstract]:Taiwan Lobby is an important outside interest group in the United States. It has long influenced the US government's decision on China. After the Cold War, the Taiwan Lobby underwent a process of differentiation and reorganization. The Taipei Economic and Cultural Representative Office and the Taiwan people's Public Affairs Association are competing. Due to the differences in political demands, there has been a competitive relationship since the birth of the Taipei Economic and Cultural Representative Office and the Taiwanese Public Affairs Association. The bills introduced by the two organizations will also be restricted by such factors as Sino-US relations, Congress, the executive branch, and various crises in the course of Congressional deliberation. These two organizations have sometimes joined hands to influence Congress's internal public opinion. In Congress, network network is woven to absorb interest groups with similar views to avoid disadvantages and maximize their own interests as far as possible.
