【摘要】：1904—1905年在與美國(guó)關(guān)于華工條約的交涉中,清政府不僅要求期滿修約,而且以期滿為由廢除舊約,要求另訂新約。在抵制美貨運(yùn)動(dòng)爆發(fā)后,清政府也采取了開明的態(tài)度,希望借助民意,促使美國(guó)政府讓步,爭(zhēng)取早日達(dá)成新約,并利用美國(guó)國(guó)內(nèi)意見不一的情況,積極展開活動(dòng),爭(zhēng)取國(guó)際輿論的同情。雖然,由于遠(yuǎn)東國(guó)際環(huán)境、美國(guó)的壓力、對(duì)國(guó)內(nèi)社會(huì)秩序的擔(dān)憂等多方面的原因,清政府最終轉(zhuǎn)而壓制抵制運(yùn)動(dòng),與美國(guó)商定華工新約也不了了之。但這些修改不平等條約的方式為后來的民國(guó)政府所繼承,構(gòu)成了中國(guó)廢除不平等條約歷程中的重要一環(huán)。
[Abstract]:In the negotiations with the United States on the treaty between Chinese workers and the United States in 1904-1905, the Qing government not only demanded the expiration of the treaty, but also abrogated the Old Testament on the grounds of the expiration of the contract, and called for a new covenant. After the outbreak of the boycott of American goods, the Qing government also adopted an enlightened attitude. It is hoped that with the help of public opinion, the United States Government will make concessions, strive for the early conclusion of a new pact, and take advantage of the divergent views in the United States to actively launch activities to win the sympathy of international public opinion. Although, because of the international environment in the far East, the United States is under pressure. For various reasons, such as concerns about the domestic social order, the Qing government eventually turned to suppress the boycott movement and reached a new covenant with the United States on Chinese workers. But these ways of amending unequal treaties were inherited by the later government of the Republic of China. It constitutes an important link in the course of China's abrogation of unequal treaties.
