【摘要】：進(jìn)入21世紀(jì)第二個(gè)十年后,亞太地區(qū)涌現(xiàn)出一系列新的安全矛盾,特別是國(guó)際社會(huì)高度聚焦的南海爭(zhēng)端、釣魚島沖突以及中美戰(zhàn)略競(jìng)爭(zhēng)。筆者認(rèn)為,當(dāng)前亞太地區(qū)面臨的安全挑戰(zhàn)要復(fù)雜得多,其背后是正在漸獲動(dòng)力的亞太安全架構(gòu)轉(zhuǎn)型。從內(nèi)涵上看,亞太安全架構(gòu)的轉(zhuǎn)型帶來(lái)了四方面安全挑戰(zhàn):權(quán)勢(shì)轉(zhuǎn)移引發(fā)的安全競(jìng)爭(zhēng)、領(lǐng)土領(lǐng)海爭(zhēng)端的集中爆發(fā)、地區(qū)國(guó)家政治轉(zhuǎn)型的安全后果以及經(jīng)濟(jì)全球化和社會(huì)信息化背景下的新型安全問(wèn)題。盡管發(fā)展方向尚不明確,亞太安全架構(gòu)的轉(zhuǎn)型仍顯現(xiàn)出兩個(gè)重大趨勢(shì),即亞太地區(qū)的冷戰(zhàn)結(jié)構(gòu)正逐漸為一種后冷戰(zhàn)結(jié)構(gòu)所替代,亞太安全架構(gòu)發(fā)展的核心驅(qū)動(dòng)力正逐漸由美國(guó)主導(dǎo)轉(zhuǎn)向由亞洲國(guó)家主導(dǎo)。要推動(dòng)亞太安全架構(gòu)朝向更加合理與自主的方向轉(zhuǎn)變,亞太地區(qū)應(yīng)進(jìn)一步凝聚共識(shí),積極打造符合21世紀(jì)和平發(fā)展特征的規(guī)則體系,推進(jìn)地區(qū)安全合作機(jī)制建設(shè),不斷提高維護(hù)地區(qū)和平安全的能力,為真正承擔(dān)起維護(hù)亞太和平安全的責(zé)任做好準(zhǔn)備。
[Abstract]:After entering the second decade of the 21st century, a series of new security contradictions have emerged in the Asia-Pacific region, especially the South China Sea dispute, the Diaoyu Island conflict and the strategic competition between China and the United States, which are highly focused by the international community. The current security challenges in the Asia-Pacific region are much more complex. Behind them is the transformation of the Asia-Pacific security architecture, which is gaining momentum. In terms of connotation, the transformation of the Asia-Pacific security architecture brings four security challenges: security competition caused by the transfer of power. The concentrated outbreak of territorial and territorial sea disputes, the security consequences of the political transformation of regional countries and the new security problems in the context of economic globalization and social informatization. Although the direction of development is still unclear, The transformation of the Asia-Pacific security architecture still shows two major trends, that is, the cold war structure in the Asia-Pacific region is gradually being replaced by a post-cold war structure. The core driving forces of the development of the Asia-Pacific security architecture are gradually changing from the United States to the Asian countries. In order to move the Asia-Pacific security architecture towards a more rational and autonomous direction, the Asia-Pacific region should further forge consensus. We should actively build a system of rules that conforms to the characteristics of peaceful development in the 21st century, promote the construction of regional security cooperation mechanisms, continuously improve the ability to maintain regional peace and security, and prepare for the responsibility of maintaining peace and security in the Asia-Pacific region.
